On cue, brutal regimes such as the Islamic Republic of Iran, Venezuela, Russia and China lined up to bash the Jewish state. Then UN Watch&#8217;s Hillel Neuer took the floor to tell the truth about Qatar.</p>
<p><em>Highlights from the U.N. Human Rights Council debate:</em></p>
<p><strong>Volker Türk, U.N. High Commissioner for Human Rights:</strong> “The Secretary-General has pointed out that Israel&#8217;s action was a flagrant violation of the sovereignty and territorial integrity of Qatar.”</p>
<p><strong>Qatar: </strong>“This attack represents a violent, flagrant violation of international humanitarian law by targeting a purely civilian area, amounting to state terrorism.”</p>
<p><b>Islamic Republic of Iran: </b>“An evil entity has been allowed to destroy global security and order.”</p>
<p><strong>Venezuela: </strong>“This aggression is an act of state terrorism.”</p>
<p><strong>Russia: </strong>“The Israeli Air Force carried out an attack on a residential district. The grave violation of the sovereignty of state and the serious threat to innocent citizens can have no justification.”</p>
<p><strong>China: </strong>“China strongly calls upon Israel to earnestly observe the international human rights law.”</p>
<p><strong>UNHRC Chair: </strong>“Thank you. I call upon United Nations Watch.”</p>
<p><strong>Hillel Neuer, UN Watch: </strong>“The High Commissioner quoted the Secretary-General. But what changed since 2011?</p>
<p>When the U.S. killed Bin Laden, who was living in a million-dollar compound close to Pakistan&#8217;s top military academy, the UN chief at the time celebrated that, quote: ‘Justice has been done to such a mastermind of international terrorism.’</p>
<p>Why has the UN now changed its position?</p>
<p>To understand this double standard we need only recall what Saudi Foreign Minister al-Jubeir said long before today&#8217;s debate, in 2018. Quote: ‘The Qataris since the mid-1990s have been sponsoring radicals. They&#8217;ve been inciting people. They&#8217;ve become a base for the leadership of the Muslim Brotherhood which begot us Tafkir wal-Hijra, which begot al-Qaeda.’</p>
<p>‘The Qataris allow their senior religious clerics to go on TV and justify suicide bombings. The Qataris harbor and shelter terrorists. The head of al-Qaeda in the Arabian Peninsula entered Saudi Arabia on a Qatari passport. We captured al-Qaeda types coming with Qatari passports. The Qataris know this. The Americans know this. The world knows this.’</p>
<p>Quote: ‘The Qataris pay ransom to terrorist groups including $500 million to Hezbollah in Iraq, $50 million to Qassem Soleimani.’</p>
<p>‘The Qataris use their media platforms to spread hate. The Qataris send weapons to al-Qaeda militias in Libya. There&#8217;s a list of terror financiers that the UN puts out and a number of them are living openly in Qatar raising money and giving it to bad people. Why do the Qataris get away with it?’</p>
<p>All of this from the Saudi Foreign Minister.</p>
<p>Mr. President, is not the accuser here the true enabler of terrorism?”</p>

<p><strong>UN Watch Executive Director Hillel Neuer joined Fox Business with Cheryl Casone to discuss </strong><strong>the latest developments in the Middle East and the upcoming session of the U.N. General Assembly in New York.</strong></p>
<p><strong>Cheryl Casone, Fox Business: </strong>Joining me now is UN Watch Executive Director, Hillel Neuer. Hillel, your reaction to all of the breaking news out of the Middle East this morning?</p>
<p><strong>Hillel Neuer:</strong> Well, first, the condolences to the families of the six who were murdered in a horrific terrorist attack in Jerusalem, where Palestinian terrorists opened fire on innocent civilians, including the rabbi and others who were going to study in a Jewish Rabbinical College. They had the holy books in their hands as they were slaughtered by machine guns. The attack this morning — six dead, six seriously injured — underscores what is happening, that the Islamic Republic of Iran has terror proxies, including Hamas and Islamic Jihad operating from Gaza and Judea and Samaria, the West Bank, that have as their mission to murder innocent civilians. That is what terrorists do.</p>
<p>The Houthis, as you indicated, they have sent a drone a thousand miles away. You know, Yemen is a place where people are starving. They don&#8217;t have food in Yemen, and the Houthis are spending their resources to send a drone, as you can see on the camera, firing at an airport a thousand miles away — a civilian airport in southern Israel. And the Houthis are a terrorist group, armed, funded, trained by Iran, and their slogan is, <span data-olk-copy-source="MessageBody">“</span>Death to Israel, Death to America, Damn the Jews, Allahu Akbar, Allah is great.<span data-olk-copy-source="MessageBody">” </span> So they&#8217;re as jihadist, antisemitic, and anti-American as they get. That&#8217;s the Houthis. Amazingly, Israel was able to target several of their leaders just about a week ago in an extraordinary attack, and it shows that the long arm of Israel can reach a thousand miles away, whether it&#8217;s Iran or whether it&#8217;s the Houthis. And now it&#8217;s Hamas&#8217;s turn to answer the president. President Trump should be commended. He is trying to release the hostages, end the war, and all of this can happen with those two things. If Hamas today releases the hostages, lays down their arms, the war is over. That&#8217;s what we need to see.</p>
<p><strong>Cheryl Casone: </strong>But unfortunately, though, if you listen to the back channeling that&#8217;s coming out of Hamas, they want the Israelis to leave Gaza, and the Israelis have made it clear they are not doing that. And all of this is unfolding as the 80th annual United Nations General Assembly actually kicks off tomorrow. That&#8217;s happening right here in New York, the first day of high-level general debate begins on the 23rd. Countries like the U.K., France, Canada, Belgium, Australia, New Zealand, Malta — they&#8217;re all expected to recognize a Palestinian state. U.K. leaders have suggested they may not recognize Palestine if Israel and Hamas reach a ceasefire. And Secretary of State Marco Rubio discussing options for a U.N.-endorsed Gaza reconstruction plan. Hillel, what are you expecting? And in particular, what do you make of this, our allies backing a Palestinian state? Doesn&#8217;t that fly in the face of what the United States is trying to accomplish here?</p>
<p><strong>Hillel Neuer</strong>: Well, it does. And let&#8217;s recall that the U.N. General Assembly that&#8217;s about to open in New York City — the main event, as you said, will be the 23rd when the president and other heads of state will arrive — in many cases, it&#8217;s a catwalk for dictators. We&#8217;re going to have the dictator of Turkey, the dictator of Qatar, the dictatorship from Iran, from Syria. So it&#8217;s a catwalk for dictators. And what we don&#8217;t need is our democracies making things worse.</p>
<p>As you indicated, President Trump, his envoy Steve Witkoff, Secretary of State Rubio are working very hard to get the hostages released to end the war. What Britain and France and the others are threatening to do only rewards Hamas. It encourages them to be rejectionists. It does not encourage them to release the hostages. It tells them you get a prize if you invade a neighboring country, break a ceasefire, massacre 1,200 people, commit mass rape, you get the reward that France, the U.K., Canada and other democracies say, we will recognize Palestine as a state. Well, this is before, you know, the Palestinian Authority hasn&#8217;t dismantled Hamas. They haven&#8217;t stopped paying payments to the terrorists. You know, the Palestinian Authority, which is supposedly the moderate in this picture, they&#8217;re the ones who do <span data-olk-copy-source="MessageBody">‘</span>pay to slay<span data-olk-copy-source="MessageBody">’</span> — they make payments to the families of terrorists. If you commit murder against Israelis — like what happened this morning in Jerusalem, and if the terrorist gets captured and put in prison — then the families get a pension for life. You get rewarded for terrorism.</p>
<p>So the democracies should not be undermining President Trump&#8217;s efforts to bring peace and end the war. Instead, what they&#8217;re doing is they&#8217;re rewarding Hamas. They&#8217;re saying you get a prize. And under international law, this is completely bogus. You know, in first-year international law, you learn that to be a state, you need defined territory, effective government, and they have none of these attributes.</p>

<p><strong>Hillel Neuer:</strong> Look, Israel is facing a seven front war. The past year they were, as you said, invaded on October 7th, a year ago tomorrow. They suffered the equivalent of something like 10 times what Americans suffered in September 11th, 2001. In a very small country of about 9 million people, 1200 people were massacred, raped, and mutilated.</p>
<p>On October 8th, Hezbollah opened the second front. They attacked Israel again, unprovoked. They launched 10,000 missiles, rockets and suicide drones since then. So where we are now is that Israel has finally begun to strike back against Hezbollah in the north. Because of Hezbollah, many northern towns have been empty. There are some 70,000 Israelis who have been displaced or who are living as refugees within Israel.</p>
<p>Finally, Israel began to strike back, carrying out extraordinary operations. We saw the beepers—1000s of beepers went off on the Hezbollah commanders who were carrying the beepers. They exploded in their hands. So, this was the most pinpoint, precise counterterrorism operation, perhaps in military history.</p>
<p>Then Nasrallah, the arch terrorist of Hezbollah, was eliminated, along with other leaders, and Iran decided that if you attack our terror proxy in Lebanon, then we will strike back. And they attacked Israel with some 200 missiles, again, one of the largest missile barrages ever fired against any country, and now we&#8217;re waiting for Israel&#8217;s response. And will the response come tomorrow on the anniversary of October 7th? It would be a fitting time, if so.</p>
<p><strong>Trey Gowdy: </strong>I don&#8217;t ever want to forget about the fact that there are hostages that remain in captivity held by Hamas. So, what exactly is Hamas asking for in return for those that may happen to still be alive that are in their captivity?</p>
<p><strong>Hillel Neuer:</strong> You&#8217;re quite right. You know, a year ago, Hamas took some 250 innocent people from Israel, dragged them into Gaza, and put them in dungeons. Today, there&#8217;s estimated about 100 or so that remain. We don&#8217;t know how many are living, or how many are dead. Hamas says that they want Israel to leave Gaza entirely and basically to let Hamas remain in power. That&#8217;s basically the deal.</p>
<p>First of all, Hamas has not indicated who&#8217;s alive. We don&#8217;t know who&#8217;s alive or who&#8217;s dead. They haven&#8217;t really been negotiating in the past several months with any seriousness at all. No one knows where Yahya Sinwar is. Even our supposed ally Qatar, which is a sponsor of the Taliban, a sponsor of Hamas, and a supposed U.S. ally—they&#8217;re not helping. They say they don&#8217;t know where Sinwar is. In fact, Qatar was giving their hospitality to the leaders of Hamas. It was only when the leader of Hamas, Ismail Haniyeh, went to Iran that Israel felt able to strike in a country that&#8217;s not a supposed major U.S. ally.</p>
<p>So, it&#8217;s not really clear what Hamas wants but certainly they want to remain in power. They want Israel entirely to leave and of course, given what happened on October 7th, Israel is not going to return to a situation where a terrorist army is sitting there with thousands of rockets aimed at Israeli towns, with thousands of terrorists ready to go in tunnels to invade Israeli towns and slaughter families, one child in front of their parents and so forth. These kinds of sadistic atrocities is what took place a year ago, and Hamas only promises that they want to do it again.</p>
<p>And the sick thing, Trey, what I&#8217;d say is the most despicable thing, is that in our own cities in the West, in New York City, in London, in Montreal, you have mobs saying that they want to celebrate October 7th. That they want to celebrate attacks on Israelis, against colonialism and all the other ideological nonsense. And I can&#8217;t think of anything more despicable that here in the West, in democracies, there are people openly supporting Hamas and Hezbollah, both of them evil, barbaric terrorist groups which are openly antisemitic, openly call to destroy Israel, and openly endorse the slaughter of families. And in the streets and the campuses of America, you have students who are embracing this. It&#8217;s really despicable.</p>

<strong>UN Watch Executive Director Hillel Neuer:</strong> Mr. President, let me begin by putting the following on the record: Everything we just heard — from the world’s worst abusers of human rights, of women’s rights, of freedom of religion, of the press, of assembly, of speech — is absolutely false; and, indeed, Orwellian.</p>
<p style="text-align: left;">Today’s report does not consider Israelis to be deserving of human rights — consistent with the approach of this council, where today’s notorious agenda item against Israel completely ignores their human rights.</p>
<p style="text-align: left;">Over the weekend, President Abbas announced he was giving his highest medal to Rima Khalaf, who resigned from the Economic and Social Commission of Western Asia, a Beirut-based UN agency of 18 Arab states, after Secretary General Guterres rightly instructed her to remove an absurd report which accused Israel of “apartheid.”</p>
<p style="text-align: left;">Mr. President, why is Mr. Abbas celebrating a report written by the notorious Richard Falk, after his own Palestinian Mission here, tried in 2010, to remove Mr. Falk on the basis that he was “a partisan of Hamas,” as we know from WikiLeaks?</p>
<p style="text-align: left;">The accusation against Israel is absurd. Israel’s 1.5 million Arabs…</p>

<p style="text-align: left;">How many Jews live in your countries? How many Jews lived in Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Morocco?</p>
<p style="text-align: left;">Once upon a time, the Middle East was full of Jews.</p>
<p style="text-align: left;">Algeria had 140,000 Jews. Algeria, where are your Jews?</p>
<p style="text-align: left;">Egypt used to have 75,000 Jews. Where are your Jews?</p>
<p style="text-align: left;">Syria, you had tens of thousands of Jews. Where are your Jews?</p>

Hillel Neuer, executive director of the Geneva-based non-governmental group UN Watch asked, &#8220;How can the UN secretary-general be taken seriously on the Syrian&#8217;s regime&#8217;s mass murder in Aleppo when he pins awards on the chest of Bashar Jaafari, the murderer&#8217;s most infamous mouthpiece?&#8221;<br />
&#8220;Equally troubling is that Dutch ambassador Karel van Oosterom <a href="https://twitter.com/KvanOosterom/status/790583077873516545">tweeted this out as something normal</a>, just as he also has been a <a href="https://twitter.com/HillelNeuer/status/699672717688233986">frequent cheerleader for the Venezuelan regime</a> that oppresses its people and causes mass hunger.&#8221;<br />

										<content:encoded><![CDATA[<p><span style="color: #000000;"><strong><a href="https://unwatch.org/wp-content/uploads/2016/07/Erdogan.jpg"><img loading="lazy" decoding="async" class="aligncenter size-full wp-image-18242" src="https://unwatch.org/wp-content/uploads/2016/07/Erdogan.jpg" alt="" width="600" height="340" data-id="18242" /></a>GENEVA, July 7, 2016 &#8212; Turkey played a key role as co-sponsor of the U.N.&#8217;s &#8220;internet freedom&#8221; resolution, even as it censors and shuts down access to websites such as Twitter, Facebook and Wikipedia. </strong></span><br />
The recent <a href="https://unwatch.org/resolution-voting-results-32nd-hrc-session/">32nd session of the United Nations Human Rights Council</a> witnessed the continuation of a worrying trend: Turkey violates human rights and then advocates those very rights on the international stage at the U.N. — while democratic governments prove themselves complicit through silence.<br />
<span style="color: #000000;">At the June 2016 session, Turkey played a key role in the formulation and passing of a resolution on internet freedom. Turkey formed part of the core group, along with Brazil, Nigeria, Sweden, Tunisia and the United States, that submitted a resolution to the Human Rights Council on <a href="https://unwatch.org/wp-content/uploads/2016/07/Resolution.docx">&#8220;The promotion, protection and enjoyment of human rights on the internet.&#8221;</a> The resolution, which was adopted without a vote, &#8220;condemns unequivocally measures to intentionally prevent or disrupt access to or dissemination of information online in violation of international human rights law&#8221; and &#8220;calls on all States to refrain from and cease such measures.&#8221; </span></p>
<p style="color: #000000;"><span style="color: #000000;">All the while, President Erdogan&#8217;s <a href="https://www.economist.com/node/21689877/print">increasingly authoritarian government</a> has continued to implement policies which directly contravene the prescriptions of the resolution. Erdogan&#8217;s government practises restrictive censorship and policing of the internet. In the wake of recent terrorist attacks in Istanbul, Turkey effected multiple <a href="https://mashable.com/2016/06/30/turkey-social-media-censorship/#Ukh4CjRWciqC">media blackouts</a>, while the European Court of Human Rights <a href="https://www.humanrightseurope.org/2015/12/turkey-youtube-block-breached-human-rights-law/">ruled </a>in December 2015 that the government&#8217;s prolonged blocking of video sharing site YouTube was illegal. In the second half of 2015, Turkey made <a href="https://www.theguardian.com/media/2016/mar/23/turkey-media-english-pen-recep-tayyip-erdogan">more requests than any other nation</a> to remove or block content on Twitter.<br />
</span></p>
<p style="color: #000000;">The suppression of internet freedoms is part of a wider,<a href="https://www.theguardian.com/media/2016/mar/23/turkey-media-english-pen-recep-tayyip-erdogan"> systematic attempt to stifle free speech</a> in Turkey. These efforts came to a head in March, 2016, when the government seized Turkey&#8217;s largest newspaper, <em>Zaman. </em>The actions were met with strong condemnation, <a href="https://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=17172&amp;LangID=E">including from</a> the UN High Commissioner for Human Rights.</p>
<p style="color: #000000;">And yet states like Sweden and the US, who profess to be standard bearers for human rights, are happy to enable Turkey in its bid to whitewash its own abuses, content for them to join as cosponsors on key UN resolutions.</p>
<p style="color: #000000;">This pattern of events is a near carbon copy of proceedings at the <a href="https://unwatch.org/resolutions-voting-results-31st-hrc-session/">31st session</a> of the Human Rights Council, which took place in March. Then, Turkey joined Costa Rica and Switzerland as a sponsor of a resolution on <a href="https://unwatch.org/wp-content/uploads/2016/03/Peaceful-protests.docx">&#8220;The promotion and protection of human rights in the context of peaceful protests.&#8221; </a>Turkish police killed 11 and injured some 8,000 people in 2013 during the <a href="https://www.economist.com/news/europe/21579873-vicious-police-tactics-have-reclaimed-taksim-square-and-other-places-protest-high">Gezi Park protests.  </a></p>

<h3 style="text-align: left;"><span style="color: #000000;">FAQ: Did EU Really Single Out Israel?</span></h3>
<p><em><strong>Q &#8211;</strong> I read that the <a href="https://twitter.com/EUinIsrael/status/735928982001045506">European Union</a> and <a href="https://www.israelnetz.com/aussenpolitik/detailansicht/aktuell/die-umstrittene-who-resolution-96303/">Germany</a> have tried to deny, downplay or justify their vote, implying that they didn&#8217;t really single out Israel. Is it true that the final WHO text <a href="https://www.youtube.com/watch?v=Vdpolqp9j5k">supported by the EU</a> was devoid of any criticism of Israel?</em><br />
<strong>A &#8211;</strong> No, that is demonstrably false<span class="s1">. By voting for <a href="https://www.youtube.com/watch?v=Vdpolqp9j5k">and supporting</a> the <span class="s2"><a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_BCONF1-en.pdf">resolution</a>, adopted on May 25, 2016, the EU and its member states did the following</span>:</span></p>
<p class="p1"><span class="s1">1. Requested the Director-General of the World Health Organization to produce <b>a report</b> <b>&#8220;on the health conditions in the occupied Palestinian territory, including east Jerusalem&#8221;</b> and <b>&#8220;in the occupied Syrian Golan,”</b> with special focus on … &#8220;the effect of <b>Israeli actions harming the environment</b>, including the dumping of waste materials which pose a health threat to the civilian populations.” <a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_BCONF1-en.pdf"><i>(Op.1 and Op. 1(f))</i></a></span></p>
<p class="p1"><span class="s1">2. Perpetuated the singling out of Israel once again on the agenda of next year’s 2017 meeting of the WHO, by calling for the Director-General to <b>&#8220;to report and make practical recommendations&#8221;</b> on the health conditions in the occupied Palestinian territory, including east Jerusalem, and in the occupied Syrian Golan, <b>to the Seventieth World Health Assembly. </b><em><a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_BCONF1-en.pdf">(Op.1)</a></em></span></p>
<p class="p1"><span class="s1">3. Perpetuated, by doing the above, a repetition in 2017 of the entire singling out of Israel at the WHO, just like what was featured this year: </span><span class="s1">a special debate, three lopsided reports, the resolution, and the publication of country submissions, including an inflammatory <a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_INF6-en.pdf"><span class="s4">59-page Palestinian submission</span></a> — with <a href="https://blog.camera.org/archives/2016/05/post_161.html"><span class="s2">fake photographs</span></a> — which complains of a “racist separation barrier”; and a <a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_INF4-en.pdf"><span class="s4">Syrian submission</span></a> laced with anti-Semitic conspiracy tropes, alleging that “the Israeli occupation authorities” continue “to experiment on Syrian and Arab prisoners with medicines and drugs and to inject them with pathogenic viruses.” Out of 24 items on the WHO assembly&#8217;s agenda, only one, <a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_1Rev1-en.pdf">Item No. 19 against Israel</a>, focused on a specific country. The EU and its member states have now perpetuated the same for next year.</span></p>
<p class="p1"><span class="s1">5. Enumerated a long list of implied Israeli violations. Disingenuously, the the text in many cases avoids mentioning the actualy word Israel—even as the resolution commissions a report on policies and practices that are necessarily attributed to alleged Israeli wrongdoing, such as:</span></p>
<p class="p1" style="padding-left: 30px;"><span class="s1"> a. &#8220;Physical and procedural barriers to health access in the occupied Palestinian territory, including as a result of movement restrictions and territorial fragmentation&#8230;” <i> <a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_BCONF1-en.pdf">Op. 1(a)</a></i></span></p>
<p class="p1" style="padding-left: 30px;"><span class="s1"> b. &#8220;Delay or denial of ambulance service, and the harmful effects of the “back-to-back” procedure for the ambulance transfer of patients across checkpoints&#8230;” <a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_BCONF1-en.pdf"><i>Op. 1(b)</i> </a></span></p>
<p class="p1" style="padding-left: 30px;"><span class="s1">c. &#8220;Destruction of medical infrastructure and facilities&#8230;” <a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_BCONF1-en.pdf"><i>Op. 1(c)</i> </a></span></p>

<p class="p1">By contrast, the UN assembly did not address Syrian hospitals being bombed by Syrian and Russian warplanes, or millions of Yemenis denied access to food and water by the Saudi-led bombings and blockade. Nor did the 69th World Health Assembly adopt a resolution on any other country in the world.</p>

<p><strong>GENEVA, May 25 —</strong> The UK, France, Germany and other EU states voted today for a <a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_BCONF1-en.pdf">UN resolution</a>, co-sponsored by the Arab group of states and the Palestinian delegation, that singled out Israel at the annual assembly of the World Health Organization (WHO) as the only violator of “mental, physical and environmental health,” and commissioned a WHO delegation to investigate and report on “the health conditions in the occupied Palestinian territory” and in “the occupied Syrian Golan,” and to place it on the agenda again at next year’s meeting.<br />
By contrast, the UN assembly did not address Syrian hospitals being bombed by Syrian and Russian warplanes, or millions of Yemenis denied access to food and water by the Saudi-led bombings and blockade, nor did it pass a resolution on any other country in the world. Out of 24 items on the meeting’s agenda, only one, <a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_1Rev1-en.pdf">Item No. 19 against Israel</a>, focused on a specific country. The resolution was worse than last year&#8217;s text, adding several new accusations, many of them beyond the WHO&#8217;s remit.<br />
<strong>UN Reaches New Heights of Absurdity </strong><br />
“The UN reached new heights of absurdity today,” said UN Watch executive director Hillel Neuer, “by enacting a resolution which accuses Israel of violating the health rights of Syrians in the Golan, even as in reality Israeli hospitals continue their life-saving treatment for Syrians fleeing to the Golan from the Assad regime’s barbaric attacks.”<br />
“Shame on Britain, France and Germany for encouraging this hijacking of the annual world health assembly, and diverting precious time, money, and resources from global health priorities, in order to demonize Israelis, especially when, in reality, anyone who has ever walked into an Israeli hospital or clinic knows that they are providing world-class health care to thousands of Palestinian Arabs, as well as to Syrians fleeing Assad,” Neuer added.<br />
“At the same time,” said Neuer, “UN Watch commends the principled stand taken by the U.S., Canada, Australia, Paraguay, Guatemala, Micronesia and Papua New Guinea in joining Israel to oppose perpetuating a politicized agenda item.” The U.S. and Canada both took the floor today to strongly object to the anti-Israel exercise.<br />
The vote was 107 to 8 for the resolution, with 8 abstentions and 58 absent. The resolution calls for reports on a series of alleged Israeli violations, including on “the impact of prolonged occupation and human rights violations on mental,<br />
physical and environmental health” in “the occupied Palestinian territory.”</p>
<p style="text-align: left;">The text also adopted three reports mandated by last year’s Arab-sponsored resolution: a “field assessment” on <a href="https://apps.who.int/gb/Statements/Report_Palestinian_territory/Report_Palestinian_territory-en.pdf">“health conditions in the occupied Palestinian territory”</a>, a similar <a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_44Add1-en.pdf">report by the WHO director-general</a>, and a related r<a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_44-en.pdf">eport by the WHO secretariat</a>.<a href="https://unwatch.org/wp-content/uploads/2016/05/WHO-2016-1.png"><br />

<p><strong>Palestinian and Syrian Submissions</strong><br />
By backing the measure, EU states joined in the delegitimization of Israel—in the form of a special debate, three lopsided reports, the resolution, and the publication of country submissions, including an inflammatory <a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_INF6-en.pdf">59-page Palestinian submission</a> which complains of a “racist separation barrier” while blaming increased Palestinian traffic accidents on the fear of “being pursued by settlers”; and a <a href="https://apps.who.int/gb/ebwha/pdf_files/WHA69/A69_INF4-en.pdf">Syrian submission</a> laced with anti-Semitic conspiracy tropes, yet circulated as an official UN document on the conference agenda, which alleges that “the Israeli occupation authorities” continue “to experiment on Syrian and Arab prisoners with medicines and drugs and to inject them with pathogenic viruses.”<br />
Unable to deny Israel’s medical treatment of thousands of wounded Syrians, the regime accuses Israel of a plot: healing “armed terrorists from Jabhah al-Nusrah” so that they can “<span data-canvas-width="280.25039999999996">resume their subversive terrorist activities directed against the country’s peaceful citizens and its infrastructure.”</span><br />
<strong>Iran and Syria Take the Floor</strong><br />
Several countries took the floor ahead of the vote. Iran said Gaza was under “an inhuman blockade.” Syria said “the occupying Israeli forces continue their immoral practice, which punish our people in the Golan.”<br />
Egypt accused Israel of “disregard for basic human rights.” Pakistan spoke of Israel’s “devastation of the health system in the occupied territories” and of a “wave of terror against the Palestinian civilian population.”</p>
<div>Venezuela’s Maduro regime said there was a need to “bring in medicines, but this is being inhibited by the occupying power, Israel.”</div>
<p>UNRWA, which received more than $400 million from the U.S. last year, said the root causes of Palestinian medical problems include “interference with basic human rights as a result of numerous policies of the Israeli authorities.”<br />
The whole was met with delight in the overflow room for media and NGO representatives, who snickered and scoffed when the Israeli delegate took the floor to denounce the politicized resolution.<br />
<strong>EU Joined the Jackals</strong><br />
Had the EU wanted, they could have set the record straight, and taken a stand against such base demonization of the Jewish state. Disgracefully, however, Britain, France, Germany and all other EU states <a href="https://www.commentarymagazine.com/article/joining-the-jackalsrdquo/">joined the jackals</a> by voting for today’s resolution.<br />
The EU states could have introduced their own resolution about how Syria has killed hundreds of thousands of its own people, destroying the health rights of the Syrian people.<br />
Yet the EU was silent. Instead, it justified its vote by claiming in its speech that today’s resolution was “technical.” This is the old Brussels-Ramallah wink-and-nod game: the PLO submits a more inflammatory text at the beginning, knowing it will be revised later to allow the Europeans to pretend they achieved a “balanced” text. Israel is then expected to celebrate that it has been lynched with a lighter rope.<br />
Last month, France and Spain voted for an <a href="https://unwatch.org/wp-content/uploads/2016/05/UNESCO-april-15-resolution.pdf">Arab-sponsored UNESCO resolution</a> that contained the wild conspiracy claim that Israel was “planting fake Jewish graves” in Jerusalem.<br />
With today’s vote, which robs the world health organization of limited time and resources in order to portray Israel as the world’s only violator of health rights—when in fact Israel is the beacon of the entire region on promoting and respecting the health rights of all people—the entire EU now descends into irrationalism.<br />
By scapegoating the Jewish state for all the world’s health problems, just as medieval Europe once accused the Jews of poisoning the wells, the EU aids and abets the UN and its World Health Organization to betray the cause of humanity and the very principles upon which they were founded.<br />

&#8220;What does Israel plan to do with the Palestinians?” asked the Venezuelan ambassador to the UN, Rafael Ramirez. It was, of course, a rhetorical question.<br />
Speaking at an informal session of the Security Council this month, the representative of a despotic, corrupt and militarized regime — one that has bankrupted Venezuela, hijacked the judicial system to throw political dissidents in jail, and counts Iran and Syria among its closest allies — rained down anti-Semitic rhetoric upon the State of Israel.<br />
Ramirez went on to flatly ask whether Israel was “trying to impose a ‘final solution’ on the Palestinians in the West Bank.”<br />
In making the obscene comparison between Israel and the Nazis, the Venezuelan delegate engaged in the ultimate blood libel — accusing the survivors of the Holocaust of having turned into the same monsters who exterminated 6 million Jews and millions of others. Even UN Secretary General Ban Ki-moon publicly rejected such a disgusting comparison, as did other UN member representatives including France, the United Kingdom and the United States.<br />
(Ramirez has since apologized privately to Israel’s UN ambassador, but has yet to do so in public.)<br />
The Venezuelan remarks, of course, were meant only to fuel hatred. Ramirez never had any intention of addressing the subject of the meeting: the protection of civilians affected by the ongoing conflict between the Palestinians and Israel.<br />
Even worse, arguably, is the fact that these comments were made under the auspices of a process that is designed to increase dialogue and understanding, rather than boosting hatred and polarization.<br />
I know this to be the case because I launched this process — and I am honored that it is officially named the Arria Formula. Its purpose is to enable members of the Security Council to discuss informally issues of critical importance to international peace and security.<br />
Since it was introduced in 1992 in the midst of the genocidal war in Bosnia, at a time when I was serving as Venezuela’s ambassador to the UN, the Arria Formula has become a useful tool in the toolbox of Security Council proceedings.<br />
Not once has it been used to promote racial hatred and anti-Semitism — that is, until Ramirez came along. His diatribe was a continuation of the policy of the late Venezuelan dictator Hugo Chavez, who expelled the Israeli ambassador in Caracas during the Gaza war of 2009 during a national public broadcast, and spewed these words of hate: “From the bottom of my soul, I damn you Israel. You are a criminal and terrorist state that is openly exterminating the Palestinians.”<br />
Be on high alert: All Venezuelan institutions, from the supreme court to the National Electoral Council, have been hijacked by the regime of Chavez’ successor, Nicolas Maduro, in order to give its ongoing assault on human rights the appearance of democratic legitimacy.<br />
The scapegoating of Israel is by design — to distract Venezuelans and the world from what is a crime in progress.<br />
Venezuela was among the first countries to recognize Israel, and we have had the good fortune of enriching our country with the talent and the work of thousands of Jews from all over the world.<br />
While I was Venezuela’s ambassador to the UN, we were among the first states to sponsor a measure to revoke the infamous UN General Assembly resolution of 1975 that equated Zionism with racism. Twenty-five years later, my successor is behaving as though that resolution is still on the books.<br />
Instead of shaming our people with its lamentable behavior, the Maduro regime should be more concerned with the magnitude of Venezuela’s unprecedented crisis.<br />
There is raging inflation, the world’s highest, that has destroyed worker salaries. Violent crime is out of control. The health care system is in a dismal state. There are blackouts and severe food and medicine shortages. People, understandably, are protesting in the streets.<br />
And the Maduro regime is exploiting the emergency it created in dangerously authoritarian ways.<br />
The regime has castrated the power of the National Assembly to legislate. Maduro just passed a decree that puts him and the armed forces in complete control, to rule without any kind of restrictions, as well as limiting the fundamental constitutional rights and guarantees of the people. In sum, he has created his own personal and dictatorial constitution.<br />
The regime also ought to worry about judicial proceedings taking place in a New York court regarding two members of the Venezuelan presidential family who are facing federal narcotics charges. These proceedings are surely the first of many more to come.<br />
The regime should focus more on its long train of abuses against the Venezuelan people and less on the horrific crimes it imagines Israel is longing to commit.<br />

When I started at UN Watch, I knew something about what the United Nations was, but I think until I got there, I never had a clue of what it felt to be in a room where the worst dictators, murderers, and tyrannies of the world, sit there and pronounce themselves on human rights, accuse others, and repeatedly, time after time, scapegoat one nation—the State of Israel—as the world’s only criminal on human rights.</p>
<div>It can make you sick in the stomach. Actually, if I don’t need to be in a session and I can have my assistants sum up things, that’s better for my health.</div>
<p><strong>Rise and Fall</strong><br />
The United Nations Human Rights Commission was founded by one of the great humanitarians, Eleanor Roosevelt.</p>
<div>But over time this body became hijacked, and by 2003 the dictatorship of Colonel Moammar Gaddafi was elected to chair the Human Rights Commission.</div>
<div></div>
<div>So, 1946, Eleanor Roosevelt; 2003, Colonel Gadhafi. The decline of human rights at the United Nations.</div>
<p><strong>Not There to Help Victims</strong><br />
I’ll never forget when the coup d’état happened in Gaza, when Hamas violently ousted the PLO. I happened to be at the United Nations Human Rights Council during that time.</p>

One speaker after another from Arab states, Islamic states, were accusing Israel of massive violations of human rights against the Palestinians, of violating the laws of war.
</div>
<div>I was listening in my earpiece to these speeches, and yet on my computer screen I was watching the news of what was happening on the ground.</div>
<div></div>
<div>And the news was that Hamas was pushing PLO officials off of roof tops, that in the Gaza city of Beit Hanoun, Hamas officials entered a hospital and had seen PLO officials who were wounded on hospital beds, and they were taking out guns and shooting them, saying, “You don’t look bad enough.”</div>
<div></div>
<div>So that’s what was happening on the ground. The disconnect between what is said at the UN and what’s actually happening on the ground hurts the victims.</div>
<p>They are not there to help the victims. They are there to scapegoat. It is part of a narrative, where Israel is this meta-criminal.<br />
<strong>Most Hated Person at the UN   </strong><br />
I have become the most hated person at the United Nations. When I walk into the Human Rights Council, I feel the glares of hatred, of enmity directed at me.</p>
<div><span style="font-family: Open Sans,Arial,Helvetica,sans-serif;">I see it in their eyes. It’s from dictatorships, it’s from Arab states, it’s from others — sometimes even from some democracies.</span></div>
<p>So when I walk into the Human Rights Council, I feel the hatred all around me; and it’s not easy.<br />
<strong>Not Socrates, Plato and Aristotle</strong><br />
At the end of the day, this is a political body. It is not a body as most Europeans think, when they hear the words “United Nations Human Rights Council,” and when they read a headline “The UN Human Rights Council said” — for most Europeans, that’s like saying “And the Lord said to Moses at Sinai.” They think it&#8217;s gospel.</p>
<div><span style="font-family: Open Sans,Arial,Helvetica,sans-serif;">But those sitting around the table at the Human Rights Council are not Socrates, Plato, and Aristotle. In fact, it’s Gadhafi, Castro and the House of Saud.</span></div>
<p>Europeans don’t realize that, and they don’t want to know that. They have really a fantasy, which is very beautiful and it’s very pretty, but it hasn’t been true in perhaps five decades.<br />
<strong>Why the UN Matters</strong><br />
Like it or not, the UN matters. The United Nations is the single most important repository of international legitimacy, and people around the world believe in the UN.<br />
Even though things are upside down, we need to be there and we need to fight lies and spread the truth.</p>
<div>And that’s what we try to do at UN Watch. In a room of darkness, we try to light a candle, light a candle of truth.</div>
