At the UN Human Rights Council, Iran called an urgent debate to condemn the U.S. & Israel for “targeting civilians.” China, Cuba, Russia, North Korea and Spain piled on. Then UN Watch’s Hillel Neuer took the floor to set the record straight.

Highlights from the UN Human Rights Council, March 27, 2026:

Venezuela: The Group of Friends in Defense of the United Nations Charter welcomes this initiative of Iran, China, and Cuba to hold an urgent debate. The United States and Israel must respect international humanitarian law.

Islamic Republic of Iran: Shajareh Tayyebeh Elementary School has not been the only casualty of American-Israeli atrocity crimes during the past 27 days of their illegal war. They are targeting civilians and civilian infrastructures. Their clear intent to commit genocide.

UN Human Rights Chief: U.S. and Israeli attacks have increasingly struck densely populated residential areas. Whatever differences countries have, we can all agree they will not be solved by killing school children.

Cuba: Schools are protected spaces, there’s no justification for bombing a school which is full of children. This is not collateral damage. This is a war crime.

Spain: The pupils and teachers of Minab School were also the victims of a breach of international law.

China: The most egregious violation of human rights and blatant contempt for International Humanitarian Law.

North Korea: The DPRK delegation condemns in the strongest tone the shameless rogue act of the U.S. and Israel.

Hillel Neuer, UN Watch: Mr. President, what happened at the Minab Girls School located next to an IRGC military base is a tragedy.

We welcome the U.S. decision to open an investigation by an officer independent of CENTCOM. Responsible democracies must hold themselves to account.

But let us be clear: If anything this incident was an exception that proves the rule. The United States has now conducted 10,000 strikes targeting IRGC weapons and military assets not civilians.

That’s how they destroyed vast amounts of IRGC missile, drone, and naval capabilities.

By contrast, from Dubai to Tel Aviv the Islamic Republic of Iran is deliberately targeting homes, playgrounds, and hospitals — not by accident, but by design. In Israel, the casualty rate from Iranian attacks is 100% civilian.

Distinguished Delegates, there is a clear difference between inadvertently killing civilians during war a tragedy that occurs in every conflict and targeting civilians as a policy. Those who blur this moral distinction betray the very meaning of humanitarian law.

Because those who target civilians have a name: Terrorists. That is why the EU officially designated the Islamic Revolutionary Guards by that name. Terrorists.

To the IRGC we say: You do not represent the Iranian people. No — they consider you occupiers of their country.

History’s verdict is already written for those who murder thousands of their own people, and who target hospitals and playgrounds and call it “resistance.”

The IRGC has chosen the path of shame. I urge the civilized world: Choose the path of honor. Stand with the Iranian people.

Is the current military action against the Islamic Republic of Iran a violation of international law?

In this exclusive interview, UN Watch Executive Director Hillel Neuer sits down with leading British barrister and international law expert Natasha Hausdorff to dissect the legal realities of the ongoing conflict between Iran, Israel, and the United States.

As European and Canadian leaders raise concerns about “illegal aggression,” Hausdorff argues that many are being misled by a “topsy-turvy” application of the law. She breaks down the critical difference between a “resort to force” and an “ongoing armed conflict,” explains the legal doctrine of preemptive self-defense regarding nuclear threats, and exposes how U.N. agencies are being used to spread IRGC propaganda.

Conversation Highlights:

Hillel Neuer: Is the United States obliged to get approval from the U.N. Security Council, meaning the approval of Russia and China, to undertake any military operation?

Natasha Hausdorff: Of course not to undertake any military operation. It depends what the justification the United States has to begin a military operation. There are certain circumstances. So, for example, under the framework of the responsibility to protect — the justification of violating another state’s sovereignty for humanitarian purposes, say to protect the civilian population — that would require Security Council authorization. However, states also have an inherent right of self‑defense, as recognized by Article 51 of the U.N. Charter. So, it’s absolutely farcical to suggest that one would be required to obtain U.N. approval for the exercise of one’s self‑defense. Likewise, it is farcical that one would require any other form of authority to respond to Iranian aggression, which we have seen both against Israel and against the U.S. for decades.

Hillel Neuer: There is another legal argument that America and Israel didn’t now start a war, but that this operation is just one part of an already ongoing armed conflict or existing war. What are your thoughts?

Natasha Hausdorff: Yes, and that’s pretty trite. It’s very straightforward and the facts speak for themselves. There have been aggressive acts, uses of force by the Iranian regime against Israel and Israeli interests for decades — both indirectly via Iranian proxies, Hamas, Hezbollah, also in Iraq and in Syria — and then latterly also those direct strikes that we saw: ballistic missiles and drone strikes on Israeli civilian communities over the last couple of years. They, of course, also armed Hamas which committed the October 7th massacre. So Iran has been attacking Israel in massive ways for the past several years.

Hillel Neuer: But what about the U.S.? Can we rightly say that Iran and the U.S. have been in an existing armed conflict?

Natasha Hausdorff: As the United States is concerned, I think there are multiple layers of potential justification for their involvement. The first is related to Israel and Iran’s ongoing armed conflict. The right to self-defense is both individual and collective. So the United States supporting its close ally Israel in that ongoing war with Iran is a perfectly legitimate lawful basis for the US to have joined these strikes.

Separate to that, of course, you have the attacks by this Islamic regime on Americans, American service personnel, American national security interests, and the threats that it was posing to America more broadly. That includes the 1979 hostage taking, but also the hundreds of U.S. service personnel that have been killed by the Islamic regime and its proxies in the decades that followed. Thirdly, there is the position that the U.S. President put out in respect of a pre-emptive strike against an imminent threat.

Hillel Neuer:  So far, there have been more than 2,000 air strikes by the U.S. alone and clearly the pattern is that they are discriminating between military and non-military targets while trying to target the regime. But it seems like a school was hit by U.S. forces in a mistake. UNICEF issued a statement saying the hit on the school was a grave violation. Is the fact that innocent people died in a school necessarily a violation of international law by the U.S.?

Natasha Hausdorff: Categorically not. International law is not effects-based, it is intention-based. The only way that such a grave violation would have occurred was if the United States deliberately and knowingly targeted a school, knowing that it wasn’t a military target, and did so anyway.

That is not to say that mistakes aren’t made in armed conflict, especially in the context of the fog of war. But even if this was a mistake by the United States — and not an an IRGC attack gone wrong which is still a possibility — it plainly wouldn’t be a violation of the laws of armed conflict if the intention had been to comply with the laws to target a military installation and to do so according to a proportionality analysis on the basis of the facts as they knew it at the time. That’s why it’s important to stress that international law is an intention-based analysis, not an effects-based analysis.

In January 2025, the U.S. announced its plan to leave the WHO. During the yearlong process, the U.S. stopped funding, withdrew all personnel from the WHO, and began pivoting activities previously conducted with the organization to direct bilateral engagements with other countries and organizations. On January 22, 2026, the U.S. completed of its withdrawal from the World Health Organization.

Yet, according to a joint statement by U.S. Secretary of State Rubio and Secretary of Health Kennedy, “even on our way out of the organization, the WHO tarnished and trashed everything that America has done for it. The WHO refuses to hand over the American flag that hung in front of it, arguing it has not approved our withdrawal and, in fact, claims that we owe it compensation. From our days as its primary founder, primary financial backer, and primary champion until now, our final day, the insults to America continue.”

Rubio and Kennedy pledged that “we will get our flag back for the Americans who died alone in nursing homes, the small businesses devastated by WHO-driven restrictions, and the American lives shattered by this organization’s inactivity. Our withdrawal is for them.”

Four days later, the U.S. Mission in Geneva announced that the marines had secured the U.S. flag, “dedicated to the American lives lost during COVID.”

Nevertheless, the WHO Executive Board is still debating whether the U.S. has their approval to withdraw, without first paying $130 million that the UN agency claims America still owes them.

Ironically, Albanese accuses democracies like France, Germany, Canada, and the U.S. of threatening and inciting violence against her simply for quoting her own antisemitic statements.

Anti-American Statements

• Albanese called the United States “a nation founded upon genocide.” (April 25, 2025). She spoke during Italy’s anti-fascist rally on Liberation Day, which commemorates the end of the country’s Nazi occupation.

• Albanese spread a conspiracy theory blaming the CIA and the Mossad for the 2015 Paris terrorist attack by ISIS that massacred Charlie Hebdo journalists. Immediately following the murders, Albanese posted an article from Iranian state-owned media PressTV with the title “CIA and Mossad carried out the Paris attack” (January 11, 2015).

• Albanese fundraised for her former employer UNRWA by posting that America is “subjugated by the Jewish lobby” (July 31, 2014).

• After the U.S. Treasury Department sanctioned Addameer for having been “long supported and is affiliated with the PFLP,” a U.S.-designated terrorist organization, Albanese affirmed her “full solidarity to @Addameer” (June 11, 2025).

• After President Trump signed an executive order authorising sanctions on the International Criminal Court, Albanese co-authored a letter condemning the move, calling it an “attack on global rule of law” (February 10, 2025). A month earlier, Albanese co-authored a letter opposing a passed U.S. House bill which imposed sanctions and cut funding to the ICC. The letter called it “shocking to see a country that considers itself a champion of the rule of law trying to stymie the actions of an independent and impartial tribunal set up by the international community, to thwart accountability” (January 10, 2025).

• In an written interview with the Irish Times, Albanese said that the second Trump administration is “wildly and fastly contributing to the dismantlement of the world order that was established after World War II, in the sense it is acting manifestly above and against the law.” She then called on “all the other members of the United Nations stand united against this. It’s really the united people of the world against the government of the United States of America” (May 17, 2025).

• Albanese retweets that “Trump like Churchill is the new white supremacist” (March 30, 2025).

• After the United States struck Iran’s nuclear facilities, Albanese wrote that “it is still not too late for the 191 other UN Member States to act” and “stand FIRM against rapacious lawlessness” (June 22, 2025).

• In a press conference, Albanese called “the U.S. politics under the current administration is terrible in many ways” although “when it comes to Palestine, the worsening is in the margins, if there is worsening at all, because the U.S. has always been that lawlessness driven.” Albanese then went on to accuse U.S. foreign policy as being controlled by Israel, stating that people “tend to refer to Trump’s plan to forcibly displace the Palestinians. No! This is the Israeli plan to displace the Palestinians, and President Trump, as its persona, is just saying that out loud” (December 11, 2024).

• Albanese invoked the Sandy Hook massacre, comparing it to Israel’s military operation in Gaza: “To U.S. audiences: in 5 months Israel has killed as many children as 675 Sandy Hook massacres combined. That is more than 4 Sandy Hook a day for Palestinian children. For 150 days. With US-manifactured [sic] weapons” (March 14, 2024).

• After being sanctioned by the U.S., Albanese says: “I mean, being accused from the U.S., look at what they’re doing to their own citizens—transgender. Look what they’re doing to their residents, to students. By the way, a country which was birthed from a genocide.”

• After President Trump’s vision to turn Gaza into a “Riviera of the Middle East,” Albanese condemned Trump’s “aggression” and called for “the 191 members of the UN who still have an interest in protecting themselves from this madness” to “recover from their paralysis and stand united against this imperialist lawlessness” (February 5, 2025).

• Shortly after President Trump’s second term began, Albanese co-authored a letter pleading that “the new US administration must recommit to human rights at home and abroad.” The letter continued that they “are alarmed by the United States’ escalating attacks on the international architecture of human rights, the rule of law, multilateralism, the principles of sovereign equality and self-determination, and vital international agreements on peace and security, climate change, global justice, and international cooperation” (February 27, 2025).

• Albanese told Spain’s Público that “many are used to being close to or within the U.S. sphere—for fear or for convenience. But no one is safe with a state that respects no agreements, that respects none of international law. The United States, together with Israel, is taking us back to a time before the last 60 years, when we had a system of rules—of international law—that limited the exercise of public power. But these states still act as empires. There are no rules, no limits. No one is safe in this system” (June 23, 2025, see 5:00 minute mark).

• Albanese called the U.S.-Israel humanitarian aid distribution venture a “concentration camp” representing the “worst humanity is capable of from the bastions of Power” (May 28, 2025).

• Albanese wrote that “it is about time that Israel and the U.S.—and those who enabled and armed the genocidal assault against the Palestinians—make plans to offer REPARATIONS to the Palestinian people to rebuild Gaza.” She added that the “Riviera plan does not count as reparation; rather as a rapacious attempt to continue to commit crimes in Palestine” (February 16, 2025).

• After Mahmoud Khalil was arrested for his anti-American and anti-Israel activism, Albanese co-authored a letter which called for his immediate release, while adding that “the arrest, detention, and pending deportation of Mr. Mahmoud Khalil marks a dangerous escalation in the U.S. Government’s crackdown on student activism and censorship of pro-Palestinian voices” (March 20, 2025). On Twitter, Albanese further called Khalil’s arrest a form of “apartheid” (March 11, 2025).

• After a poster referred to the U.S. plan to deliver humanitarian aid in Gaza via a floating pier as “truly the humanitarianism of idiots,” Albanese added that it is the “U.S. at its best” (May 26, 2024).

Anti-Western Statements

• Albanese said that “the idea of a pure race didn’t die with Hitler. It mutated. It still exists—it still lingers in this system, in the DNA of the Western system” (Spain’s Público, June 23, 2025, see 23:00 minute mark).

• Albanese writes that “500yrs of colonialism have left an imprint in the DNA of the West” (December 25, 2023).

• Albanese stated that “The absolute incapacity of Western leaders to enforce intl law when it comes to Israel is EPIC. Ministers, Prime Ministers, Presidents of Republic: Doing NOTHING, diverting attention, sanctioning individual ministers IS NOT enforcing the intl law that was developed after the Holocaust and WWII to prevent another Holocaust and WWII” (July 29, 2025).

• After European Commission President Ursula von der Leyen tweeted that “Iran must never acquire the bomb,” Albanese responds that “the harm caused by the policies she has championed—whether for ideology or otherwise—demands scrutiny: they may have contributed to make Europe complicit in int’l crimes” (June 23, 2025).

• When then Vice-President of the European Commission Josep Borrell stated that “Europe is in danger and must learn to speak the language of power,” Albanese responded that “Europe must learn to speak the language of Respect and Integrity, which manifests, for example, by complying with international law without discrimination and double standards. Power, without Respect and Integrity, represents a threat, including for European citizens” (November 30, 2025).

• After Iran’s missile barrages targeting Israeli civilians, Albanese retweets that “the level of Orwellian confusion in Europe over Israel’s attack on Iran is staggering. It’s so sad to see the total inability of European leaders to think with their own heads (rather than act as derivatives of the US) in the Middle East” (June 15, 2025).

• After The Times U.K. publishes an article by Former Israeli Minister of Defense Yoav Gallant, Albanese sarcastically tweets that this is “The West, at its best” (June 21, 2025).

• With regards to the EU-Israel Association Agreement—the legal framework for the EU’s trade relations with Israel—Albanese says that “what prevents the suspension of the EU-Israel Association Agreement is just the moral bankruptcy of far too many European leaders.”

• In reference to an interview on Norwegian television in which Albanese was asked if she was an antisemite, Albanese states that “in fairness, this is how some crooks in our world (spoiler: there’s a high concentration in ‘the West’), think” (February 13, 2025).

• Albanese shares the quote that the “mainstream liberal West is still enamored with its own illusions and deceptions about what it is and what it represents to the rest of the world” (December 20, 2024).

• After Kenneth Roth claims that “Germany’s suppression of Palestinian activism is a ‘misunderstanding of the proper lessons of the Holocaust,’” Albanese adds that “It is part of the racism that Germany and other European countries seem to be unable to uproot” (March 5, 2025).

Hillel Neuer appeared on Fox Business with Maria Bartiromo to discuss the impact the incoming Trump cabinet will have on the United Nations.

Maria Bartiromo, Fox Business: President-elect Donald Trump nominating former Arkansas Governor and presidential candidate Mike Huckabee as the U.S. ambassador to Israel. Huckabee posted on X that he has been visiting Israel since he was a teenager, and is honored to take up this role. Trump also selecting New York Congresswoman Elise Stefanik to serve as US Ambassador to the United Nations, and real estate investor and long time Trump-ally Steven Witkoff, chose it as the special envoy to the Middle East. These three will be working together.

Joining me now is United Nations Watch Executive Director, Hillel Neuer. Hillel, it’s great to have you this morning. Thank you so much for being here.

Hillel Neuer: Thank you for having me.

Maria Bartiromo, Fox Business: Give us your reaction to these appointments. How will these appointments impact the United Nations and specifically Israel?

Hillel Neuer: Look these are very powerful appointments. They send a clear message. We’ve seen a series of appointments in the past 24 hours. Clearly, these envoys understand that Israel is a democracy. It’s sitting in its ancient homeland. It has a right to defend itself. They are confronting brutal terrorists funded and armed by the Islamic regime of Iran, which is fighting a seven-front war against Israel.

Clearly, the soon to be confirmed ambassador, Elise Stefanik knows that. New ambassador Mike Huckabee knows that. So a clear message is being sent to the world. The United States stands by its allies and stands by Israel.

Maria Bartiromo, Fox Business: This is very, very powerful, the fact that he’s putting these three individuals in these roles, because it’s clear that they are going to have an impact. Elise Stefanik. Tell me about her, and what do you think she’s going to do at the UN?

Hillel Neuer: Look, everyone was amazed by Elise Stefanik in the Congress when she grilled the presidents of Harvard, Penn and the others. She got those two presidents basically fired because of their toleration of antisemitism, which they tried to justify in absurd ways.

And we are hoping that she’s going to bring that fierce pursuit of justice to the UN. I’ve been on the ground for 20 years at the UN. We’re fighting dictators, terrorists and those who are their apologists. For folks like us, activists who have been on the ground, Elise Stefanik is our B-52 bomber, and we’re there to call in the targets.

Maria Bartiromo, Fox Business: I love that you call her the B-52 bomber. What is wrong with the UN? Why doesn’t the UN see things the way you’ve just laid it out?

Hillel Neuer: Look, the UN was founded with the best ideals. FDR, before he passed away, it was his vision of liberal internationalism in the best sense of the word. Sadly, over the decades, the UN has been hijacked at the Human Rights Council in Geneva, where I’m based.

Sixty percent are dictatorships, the Chinese Communist regime, the Cuban police state, Eritrea, Qatar, which sponsors terrorists—they control 60% of the seats. They appoint absurd anti-Western, anti-American, antisemitic UN experts who openly say that Hamas has “the right to resistance.” So, we need someone to clean house, and I’m confident that Elise Stefanik is a person who could do that.

Maria Bartiromo, Fox Business: Mike Huckabee also has been talking so much about Israel before even being nominated. What can he do? What can he actually achieve in that role as ambassador?

Hillel Neuer: Well, first thing, the moment he hits the ground, the United States has sent a message to the world. We have the backs of our allies. And sadly, for the past few years, even though Biden, at various moments, did stand with Israel, at other times, he put pressure on Israel to pause its war with Hamas to pause.

Had Israel listened to the Biden administration, they never would have gone into Rafah to get the head of Hamas, who eventually was found and eliminated. They never would have gone into Lebanon the way that they did, incredibly eliminating Nasrallah and the others. So we need America to send a clear message. We stand by our allies and we know who the enemies are: the Islamic regime in Iran, their allies, China, and other dictatorships around the world.

Maria Bartiromo, Fox Business: Do you think that the Biden-Harris administration and the Democrats understand that part of the reason that Americans have walked away from them is their treatment of Israel? Because I really have found a core group of voters that have become one issue voters, and that is Israel.

And when the Democrats, and you know, so many of them, including, by the way, Bernie Sanders, tried to get Biden to stop sending weapons to Israel, and he did, he threatened, Kamala Harris threatened during the campaign if they don’t do this and they don’t do it this way, we’re going to stop sending weapons. That was the redline for this group of Jewish voters.

Hillel Neuer: Yeah, absolutely. And there were other times when Kamala Harris was challenged by protesters. She said, “well, you have a point” to these protesters who supported Hamas. And so there was this hemming and hawing. And people saw that. And, you know, I just heard Congressman Ritchie Torres. He’s a Democrat here in the Bronx. He gets it, and he says, you know, we sent  these dangerous messages. We need to clean house.

The Democratic Party once was not like that. You know, Bill Clinton, certainly, he supported Israel. And, you know, Biden supported Israel. But you, you had these messages at different times, sending confused and contradictory messages. And I think the voters rejected that.

Maria Bartiromo, Fox Business: President-elect Trump is also reportedly expected to choose Florida Senator Marco Rubio as Secretary of State. This is the top diplomat role in the United States. If appointed, Rubio would be heavily involved in negotiating Israel’s war against Hamas and Iranian terrorist proxies. The Biden administration has been pushing for a cease fire now.

Since this began a year ago they’ve been pushing for the ceasefire. As you said, they told Israel not to go into Rafah although that’s where the terrorists were. Meantime, Iran is now rethinking its relationship with the United States. The New York Times out with this piece titled, “Iran debates whether it could make a deal with Trump”, writing “some of Iran’s new more moderate government think the result of the presidential election provides an opportunity to make a lasting deal with the United States.” Hillel, your thoughts.

Hillel Neuer: Well first, the fact that the New York Times calls the Iranian regime a new, more moderate government, says what’s wrong with our media. To be frank, the New York Times, the author of that piece, reporter Farnaz Fassihi, is a known Iran apologist.

Those who have been targeted by assassination, like Masih Alinejad, the hero who called out the abuse of women, her and others have been abandoned by the New York Times. So I think we have a problem beyond just the government. There are people in society and elite institutions who are giving a free pass to the worst regime in the world. They beat, blind, poison, torture, and rape women for the crime of standing up for their rights.

We need moral clarity, and I think someone like Marco Rubio, he has it. I’ve worked with victims from China, from Venezuela, from Cuba, and Marco Rubio gets it. They meet with him. They like him. They trust him. He’s going to bring the heat on the dictatorships and help those fighting for democracy.

Maria Bartiromo, Fox Business: Isn’t it incredible that the election was a week ago? I mean, it feels like a month, but it was just last week, and all of a sudden, within days, our adversaries are getting in line. Russia sending a message, suggesting they want to reset. You’ve got Iran saying, well, maybe this could mean a deal with the new leadership in the United States. That’s strength through power.

Hillel Neuer: Absolutely, it’s extraordinary. President Trump has said it, and his envoys are saying it. If we want to get peace, you need peace through strength. You do not get peace through appeasement. Sadly, too often, that was the message sent by Blinken, by Biden, and by their envoys as they tried to appease the UN that was trying to appease the dictators. That doesn’t work. You need to show them strength, moral clarity and resolve. It worked for Churchill. It worked for Reagan. It can work for us now.

Maria Bartiromo, Fox Business: Well, I’ll tell you one thing, the people are smart, the people saw through this.

Hillel Neuer: Common sense.

Speaking on October 24th, U.S. Senator Marsha Blackburn exposed UNRWA incitement by citing to UN Watch’s report, which documents UNRWA teachers who indoctrinate students with hatred and incite violence, terrorism, and antisemitism.

“But something that hasn’t gotten nearly enough attention is how our tax dollars are radicalizing the next generation of Hamas extremists. UN Watch published a report in March exposing UNRWA-affiliated schools for what they are: indoctrination centers. Now bear in mind, this is UN Watch that published this report and exposed the UN Relief and Works Agency for Palestinian refugees for what they were doing.

One employee shared an Instagram post calling a teenage Palestine Islamic Jihad fighter who was killed in a shootout a “little cub who fights like a thousand lions.” That was an employee of the UN Relief and Works Agency who shared that Instagram post calling a teenage Jihadi fighter a “little cub who fights like a thousand lions.”

A teacher posted a picture of Hitler with the caption “Hitler, are you sleeping? Wake up, honey, there are still some people you need to burn.”

UN Watch also found official curriculum from last year celebrating Dalal Mughrabi. In 1978, she led a band of PLO terrorists in a massacre that left 38 Israeli civilians dead. 13 of her victims were children.

Another piece of propaganda written for 9th-graders, described the firebombing of a Jewish bus as a “barbecue party.”

One UNRWA teacher assigned 7th-grade boys antisemitic poetry that urged the students to expel “Israelis with blood and flesh from Palestine.” All of this was subsidized by the American taxpayer. Hamas is responsible for the October 7 massacre in Israel, but anyone who believes that Hamas is a solo actor is willfully ignorant.”

While the UN procedure known as Universal Periodic Review (UPR) is meant to scrutinize governments and thereby strengthen the basic rights and freedoms of their citizens, it also serves as a means for human rights abusing states to divert attention from their own misdeeds by criticizing democracies that have free elections, independent judiciaries and the rule of law.

Recent reviews have witnessed a majority of UNHRC representatives lavishing praise on Libya and Belarus.

In stark contrast, below are just some of the “recommendations” meted out to the United States by those least qualified to sit in judgment of its human rights record, including Russia, China, North Korea, Iran, Pakistan and Turkey.

GENEVA, June 17, 2020 — Racist and oppressive regimes should recuse themselves from today’s UN Human Rights Council urgent debate on racism and police brutality, says UN Watch, a Geneva-based independent human rights group that monitors the United Nations.

In testimony delivered before the 47-nation council yesterday (see below), UN Watch directed its appeal to such council members as Mauritania, which has up to 500,000 black slaves; Libya, which has up to a million African migrants treated as virtual slaves; and Venezuela, which kills protesters and has been accused of crimes against humanity.

Other council members with egregious records of racism or police brutality who approved today’s urgent debate include Burkina Faso (which initiated the session on behalf of African states), Bangladesh, Cameroon, DR Congo, Pakistan, Somalia, Eritrea, Sudan and Qatar.

Russia, Cuba, Saudi Arabia and China are expected to be elected to the council in October.

China recently chaired the UNHRC process for interviewing and recommending the UNHRC’s next expert on freedom of speech, to be appointed in July.

Mr. Chairman,

In the archives of Reverend Martin Luther King, there is a telegram from March 1965, sent to him in Selma, Alabama, by his friend and fellow civil rights leader Morris Abram, our founder, days after Bloody Sunday. Morris Abram condemned the “shameful exhibition of brutality” by police officers at the peaceful protests, and expressed solidarity with the “great cause” of justice and equality.

Sadly, a half century later, UN Watch must again today condemn the shameful exhibition of brutality by police officers, in the killing of George Floyd. We continue to stand unequivocally with the struggle against racism and police brutality.

In the spirit of Morris Abram—who served at the United Nations, and drafted the 1964 Convention on the Elimination of All Forms of Racial Discrimination—UN Watch has been a leading voice at this Human Rights Council, fighting discrimination worldwide. When there was genocide in Darfur, it was UN Watch that organized the global Activist Summit, held here in 2007.

And every year, we campaign against the election of racist and brutal regimes to this Council. Too often, however, because of back-room political deals, they win. The accused become the judges.

If we wish to honor the memory of George Floyd, tomorrow’s urgent debate on racism and police brutality must be serious and credible — and not become a farce.

Accordingly, we propose that Council members which practice systematic racism or police brutality refrain from taking part — that they recuse themselves.

We ask Mauritania: given that you have an estimated 500,000 black slaves, with CNN referring to Mauritania as “slavery’s last stronghold,” will your country recuse itself from this urgent debate on racism against blacks?

We ask Libya: given that your country subjects up to a million African migrants to virtual slavery—trapped in a terrifying cycle of extortion, imprisonment, forced labor and prostitution—will Libya recuse itself?

We ask Eritrea: given that your country has been condemned—by this Council itself—for “systematic, widespread and gross human rights violations,” including arbitrary detention and torture, will Eritrea recuse itself?

We ask Cameroon: given that your country systematically bans peaceful demonstrations, crushes protests by the English-speaking population, and has committed atrocities, including massacring civilians, rape, and burning villages, will Cameroon recuse itself?

We ask the Democratic Republic of Congo: aside from being the rape capital of the world, given that your police just 2 months ago killed 55 people, in a coordinated crackdown on a religious sect, will DRC recuse itself?

We ask Venezuela: given that in just 5 days last year, your forces killed 47 protesters, and arbitrarily detained 900 people, will the Maduro government recuse itself?

However, the UPU’s Hussein struck a more proactive tone the next week when he stated in an interview that the UPU commissioned a report on reforming rates and expressed optimism that a negotiated agreement could be reached by April 2019. “Whether the UPU can reach an agreement that will satisfy the Trump administration will depend on how China and other UPU member states benefiting from the current system approach these negotiations,” writes the Lawfare blog.
In announcing the move, the White House stated that over the one-year withdrawal process, the U.S. would “seek to negotiate bilateral and multilateral agreements that resolve the problems discussed in the Presidential Memorandum.  If negotiations are successful, the Administration is prepared to rescind the notice of withdrawal and remain in the UPU.”

On Democratic Republic of the Congo:

On Burundi:

We’ve seen numerous instances where the Burundian government services use torture to crack down on protesters. This has forced hundreds of thousands of people to flee to neighboring countries and caused massive regional disruption. It is little wonder that the government has pushed back on the UN’s and the AU’s work in Burundi.

Just last month, President Kiir promoted three generals who this Council sanctioned in 2015. These are men who led the slaughter of innocent South Sudanese children, women, and old men.
