UN Watch Executive Director Hillel Neuer joined Fox Business with Cheryl Casone to discuss Hamas violating the peace agreement, Qatar’s and Turkey’s connection to the Muslim Brotherhood, and antisemitism in North America.

Cheryl Casone, Fox Business: The administration is looking to bolster the peace deal, despite Israel and Hamas accusing each other of violating the ceasefire. The remains of two more Israeli men returned home overnight — the bodies now of at least 13 hostages still in Gaza.

Hamas says it’s having some difficulty finding all of the remains that need to be returned. Special Envoy Steve Witkoff and Jared Kushner met with the families of recently released hostages yesterday.

I want to bring in United Nations Watch Executive Director Hillel Neuer. Hillel, your reaction to where we are right now in the peace deal?

Hillel Neuer: Look, JD Vance has arrived here in Jerusalem. He and the Trump administration are taking the peace deal very seriously. The problem is that Hamas isn’t. You know, we are 13 days after Hamas signed the deal which promised that they would release all of the hostages, living and dead. As you indicated, they are still holding 13 dead hostages.

Their excuses are ridiculous. The hostages, living or dead, are their main leverage. Of course, they know where they are. The fact is that Hamas has not released the hostages. They have not disarmed — and they were supposed to release the hostages within 72 hours. We’re 13 days later; they haven’t released them, they haven’t disarmed.

On the contrary, they are torturing and killing Palestinians — they don’t like — executing them in cold blood. This isn’t the peace deal that Hamas and its backers, Turkey and Qatar, signed on to.

Cheryl Casone, Fox Business: Those images of those executions in Gaza were very jarring, and I saw those as well. I’ve got Tiana Lowe Doescher on set, she actually has a question about the deal as well for you.

Tiana Lowe Doescher, Washington Examiner: Yeah, and I want to specifically ask about the Qataris. Steve Witkoff, on 60 Minutes over the weekend, said that the Qataris were the peacemakers — really doubling down on this. But there are reports that Saudi Arabia and the UAE are warning that if Qatar is holding the deal at the center, it will fall apart. What’s your take on that?

Hillel Neuer:  Look, Qatar and Turkey both are part of the Muslim Brotherhood network. They are backers of Hamas. Qatar hosts the Hamas chiefs. Turkey also hosts Hamas chiefs, including Suhail al-Hindi, one of the Hamas leaders who used to run the UNRWA education network in Gaza.

So unless the Trump administration squeezes Turkey and Qatar hard, they’re not going to deliver Hamas as they promised.

Cheryl Casone, Fox Business: We just saw images of the Vice President meeting with Israeli President Herzog. So these conversations are ongoing right now where you are in Jerusalem.

The Israeli government now is putting pressure on Canadian Prime Minister Mark Carney to abandon his vow to uphold the International Criminal Court’s arrest warrant against Netanyahu upon any visit to the country.

New York City mayoral candidate Zohran Mamdani is facing similar calls after he said he would also honor that arrest warrant — he even said it right here on Fox. Watch this:

Zohran Mamdani (recorded clip): I’ve said that this is a city that believes in international law, and this is a city that wants to uplift and uphold those beliefs. The International Criminal Court has issued a warrant for the arrest of Benjamin Netanyahu, as it has for Vladimir Putin.

I’ve said that I believe that we should uphold arrest warrants by the International Criminal Court, and that we should do so only in abiding with all of the laws in front of us.

Cheryl Casone, Fox Business: Think about that — arresting Benjamin Netanyahu in New York. And Elie Wiesel’s son has a new op-ed in The Wall Street Journal opinion section. He says a Mamdani mayoralty threatens New York’s Jewish community. Hillel, your reaction?

Hillel Neuer: Look, the ICC is primarily a rogue court. Keep in mind that Israel is the only Jewish and democratic state in the entire Middle East. It just survived a seven-front assault led by the Islamic Republic of Iran. Iran fired hundreds of missiles that were bombing Tel Aviv. They organized Hamas, Hezbollah, Houthi terrorists — fired thousands of missiles.

The ICC hasn’t issued a single arrest warrant for the Supreme Leader of Iran or any other IRGC terrorist in Iran. So going after Israel is absurd. Israel is defending itself.

The fact that Mamdani, the candidate to be mayor of New York, would seek to threaten to arrest the Israeli prime minister is throwing fuel on an antisemitic fire that we’ve seen raging across North America — and I’m going to include Canada as well.

The Canadian Prime Minister — that’s a betrayal of Canada’s values. I grew up in Canada. The synagogue where I went — someone shot at it a year or two ago. The Jewish school in my neighborhood was shot at multiple times.

It’s a conflagration across Canada. For the Canadian Prime Minister to say Netanyahu is not welcome and he’s going to want to see him prosecuted is just pouring fuel on a very dangerous fire.

Cheryl Casone, Fox Business: Hillel, you know, what did you make of that op-ed by Elie Wiesel’s son? Because the question here is — we’re less than two weeks away from Election Day here in New York City.

And, you know, he talks about the fact that we’ve already seen an incredible amount of antisemitic behavior since October 7th here in New York, which has been shocking to many. But what about the Jewish community here? Can they rally around and support Cuomo to stop Mamdani from taking over the city that, again, has the largest Jewish population in our country?

Hillel Neuer: Look, I’m not going to comment on U.S. domestic politics, but I will say this: there is no question that Mamdani’s statements are clearly promoting antisemitism. When you falsely accuse the world’s only Jewish state of genocide, apartheid, colonialism — these are the modern-day equivalents of the blood libel. And we know in history what kind of consequences this incitement leads to.

This is a guy, Mamdani, who can’t condemn Hamas, and he is rather overtly supporting Muslim Brotherhood figures who are connected to terrorism — including people connected to the 9/11 attacks. It’s astonishing that we’re in a time, in New York City — which was hit barely 20 years ago by radical Islamic terrorists who blew up the World Trade Center — you have someone who’s hanging out with people who were, you know, involved with the World Trade Center bombers.

It’s astonishing, and it’s a very scary place we’re at today in the United States.

Cheryl Casone, Fox Business: Yeah, no, there’s a photo of him arm-in-arm with one of the men that was involved in the 1993 World Trade Center attack, and this is why there is such uproar about his statements and what this could do to New York.

Well, anyway, Hillel, thank you so much for being here. We really appreciate you joining us today. It’s always — you’re such a great voice in all of this.

Qatar: “This attack represents a violent, flagrant violation of international humanitarian law by targeting a purely civilian area, amounting to state terrorism.”

Islamic Republic of Iran: “An evil entity has been allowed to destroy global security and order.”

Venezuela: “This aggression is an act of state terrorism.”

Russia: “The Israeli Air Force carried out an attack on a residential district. The grave violation of the sovereignty of state and the serious threat to innocent citizens can have no justification.”

China: “China strongly calls upon Israel to earnestly observe the international human rights law.”

UNHRC Chair: “Thank you. I call upon United Nations Watch.”

Hillel Neuer, UN Watch: “The High Commissioner quoted the Secretary-General. But what changed since 2011?

When the U.S. killed Bin Laden, who was living in a million-dollar compound close to Pakistan’s top military academy, the UN chief at the time celebrated that, quote: ‘Justice has been done to such a mastermind of international terrorism.’

Why has the UN now changed its position?

To understand this double standard we need only recall what Saudi Foreign Minister al-Jubeir said long before today’s debate, in 2018. Quote: ‘The Qataris since the mid-1990s have been sponsoring radicals. They’ve been inciting people. They’ve become a base for the leadership of the Muslim Brotherhood which begot us Tafkir wal-Hijra, which begot al-Qaeda.’

‘The Qataris allow their senior religious clerics to go on TV and justify suicide bombings. The Qataris harbor and shelter terrorists. The head of al-Qaeda in the Arabian Peninsula entered Saudi Arabia on a Qatari passport. We captured al-Qaeda types coming with Qatari passports. The Qataris know this. The Americans know this. The world knows this.’

Quote: ‘The Qataris pay ransom to terrorist groups including $500 million to Hezbollah in Iraq, $50 million to Qassem Soleimani.’

‘The Qataris use their media platforms to spread hate. The Qataris send weapons to al-Qaeda militias in Libya. There’s a list of terror financiers that the UN puts out and a number of them are living openly in Qatar raising money and giving it to bad people. Why do the Qataris get away with it?’

All of this from the Saudi Foreign Minister.

Mr. President, is not the accuser here the true enabler of terrorism?”

Today at the United Nations, dictatorships condemned Israel for striking Hamas’s terror headquarters in Doha. UN Watch’s Hillel Neuer then took the floor. Pakistan interrupted — but it didn’t end well for them.

Highlights from the U.N. Human Rights Council debate:

Qatar: “Israel targeted my country which is a mediator in the conflict. We condemn the attack on residential buildings where members of Hamas’s political organization live. This is a flagrant violation of international conventions.”

Venezuela: “Our solidarity is with the State of Qatar in the face of the illegal bombing by Israel.”

Algeria: “We condemn the Israeli attack which has targeted the State of Qatar.”

Turkey: “Israel’s state terrorism, which we condemn, spreads to new countries and targets even the mediators. We stand with Qatar.”

Pakistan: “We also strongly condemn Israel’s unlawful and heinous bombing in Qatar.”

Islamic Republic of Iran: “This is a violation of sovereignty and international law.”

Hillel Neuer, UN Watch: “Mr. President, we have heard a lot about international law from the world’s worst violators of international law.

It’s time to challenge the perpetrators.

And so we ask Qatar:

If you don’t want targeted bombings against terrorists in your capital, why do you harbor terrorists in your capital?

Terrorists who are still holding hostages, torturing them, and rejecting peace deals?

Why did you host Haniyeh, Mashal, and al-Hayya in luxury hotels from where they planned their terror?

Why did you back Hamas’s Gaza coup in 2007?

Why have you funneled billions since then, fueling their terror machine, empowering their five wars against Israel?

Why did you blame Israel for October 7th, absolving Hamas of massacring 1,200 Israelis, Americans, and others?

Why is your state-owned Al-Jazeera serving as the terror group’s non-stop propaganda arm?

Why do you act as a mediator by day and a terror sponsor by night?

Mr. President, the record shows: Qatar is a state sponsor of terror. The Gulf states said so in 2017 when they suspended ties with Qatar.

Now, yesterday, António Guterres and French President Macron condemned Israel.

But when the U.S. killed Bin Laden in Pakistan, the UN chief at the time celebrated that, “justice has been done to such a mastermind of international terrorism.”

France called it “a victory for all democracies.”

We ask both: How is this different?

Now, when Israel captured the Nazi Adolf Eichmann, rescued the hostages at Entebbe, and destroyed Saddam’s nuclear reactor, the UN condemned Israel.

Each time history vindicated Israel…”

When Hillel Neuer slammed Qatari Ambassador Hend al-Muftah for her tweets extolling the hatred of Jews, the UNHRC Chair rebuked him for not “adhering to language commensurate with dignity.” Qatar funds terrorists, abuses women, and enslaves migrant workers.

Yet at the U.N. Human Rights Council—where Qatar’s regime is an elected member—their human rights record was praised by 90% of the speakers, including Iran, Russia, and Libya. Then Hillel Neuer took the floor.

Mr. President, before us is the report on Qatar’s record. Does the cause of human rights support its adoption?

Let me read from the report:
• “Iran hailed Qatar’s global human rights initiatives.”
• “China welcomed Qatar’s National Vision.”
• “Turkey lauded Qatar’s labor reforms.”

Out of 112 statements, more than 90% shower Qatar with praise, as a champion of human rights.

But the truth, Mr. President, is the opposite.

The truth is that Qatar’s 2 million migrant workers — many still abused, unpaid, and silenced — object to this report.

The truth is that women in Qatar — who cannot marry, travel, or make critical life decisions without a male guardian — object to this report.

The truth is that victims of terrorism — Israelis murdered in their homes, hostages still held underground in Gaza, Palestinians used as human shields, who right now are protesting Qatari-funded Al Jazeera for backing Hamas — they object to this report.

Because Qatar is not a neutral player. They sponsor Hamas. Their money built terror tunnels. They hosted terror chiefs in Doha hotels.

This is a mediator? Is Qatar the firefighter? No — they are the arsonist.

Finally, in the report, Qatar boasts of winning a seat on this Council. Do their values qualify?

Let me quote their Ambassador, Hend Al-Muftah, in her own words.

She has tweeted:
• “The Jews… dominated, tyrannized and ruled the world.”
• The Ambassador accused Israel of orchestrating 9/11, claiming “Zionists” created Al-Qaeda.
• She boasted of her Qatari education, in the daily morning anthem: “We learned from a young age that the Jews are our enemies!”

Mr. President, the very principles this Council is meant to uphold — human rights, tolerance, peace — are mocked by by Qatar’s actions, its presence here, and this report.

We urge this council: Reject the whitewash. Reject this report.

“It’s a travesty of justice that Qatar won this top ILO post after a years-long influence campaign, recently exposed by the New York Times, to silence the UN’s labor rights agency about its abuse of migrant workers,” said Hillel Neuer, executive director of UN Watch, an independent non-governmental human rights group based in Geneva. “This included Qatar’s $25 million gift to the ILO, free travel for a labor leader, and planted questions at parliamentary hearings.”

“The International Labor Organization is one of the oldest international organizations dedicated to defending human rights, yet it is elevating Qatar which employs slave labor, oppresses women and supports terrorists, including Al Qaeda in Syria, the Taliban, Jihadis in Libya and Somalia, and Hamas,” said Neuer.

“Qatar is operating numerous propaganda accounts that immediately trumpeted the oil-rich dictatorship’s victory at the ILO, with sleek photos and drone aerial video sweeps of Geneva’s magnificent Palace of Nations, which is hosting the International Labor Conference.”

“The election of Qatar to the ILO’s annual decision-making assembly took place in Room XIX of Geneva’s Palais des Nations, in the luxurious wood-paneled ‘Qatar Room’ — named in honor of its oil-rich despotic donor,” said Neuer.

“The presidency of the labor rights conference was won by Qatar labor minister Ali bin Samikh Al Marri — even though his name appears in the ‘Qatargate’ scandal in which EU lawmakers allegedly took huge bribes to praise Qatar and downplay its labor rights abuses ahead of the 2022 FIFA World Cup,” said Neuer.

“The Permanent Representative of Qatar to the United Nations Office at Geneva, Hend Al-Muftah, deleted her Twitter account, after she was severely criticized by human rights activists for a series of old tweets that were described as antisemitic and homophobic.

[…] It is noteworthy that the human rights NGO rushed to write to the United Nations to
criticize Al-Muftah’s nomination to the position of Chair of the United Nations Forum for Human Rights, democracy and rule of law, accusing her of antisemitism and bigotry against the LGBT community, citing her tweets.

In a statement published on September 12, the NGO UN Watch wrote that Qatar’s permanent representative  to the United Nations in Geneva has a long record of publishing racist and antisemitic tweets about Jews, making bigoted attacks on homosexuals, as well as spreading fake news and conspiracy theories about Western and liberal societies.

According to Canadian human rights activist Hillel Neuer, Al-Muftah published these tweets from 2011 to 2022.

In his Twitter thread on the story, Neuer described Al-Muftah as “Qatar’s ambassador of hate.“

Al-Sharq first featured the story on September 26, 2022, under the headline “The decision not to appoint Hend Al-Muftah to an international organization because of her stance against the occupation raises anger“:

Al-Sharq then quoted Qatar’s Ambassador’s reaction to our campaign “Dr. Hend Al-Muftah: Some parties took advantage of my old tweets to hurt Qatar in a systematic campaign” on September 30, 2022:

“Dr. Hend Al-Muftah explained — in a statement posted on her official Twitter account — that ‘during the past period, some parties have exploited my old tweets, some of which date back more than a decade, and used them in contexts other than the ones in which they were written, and used them with the aim to attack Qatar in a clear and systematic campaign’.”

Notice that the campaign addresses the British Center in Qatar and those who started it even launched a vicious war against the British family

Dr. Hend Al-Muftah closing her account is a good behavior, until she stopped hacking her personal tweets and using her to attack her as a representative of the State of Qatar. The target is not the doctor. The target is #Qatar, after reviewing what is being presented in international newspapers such as @guardian and the United Nations report @UNWatch and documentation international lawyer @HillelNeuer

Based on a letter from the United Nations Human Rights Council, the Twitter administration closed the account of the Qatari Ambassador, Dr. Hend Al-Muftah, after she was lost the presidency of the Human Rights Forum at the United Nations, after lying to them about human rights in Qatar and misleading the forum about the humanitarian situation in Qatar. #كفو_هند_المفتاح

The Qatari diplomat’s long record of antisemitic and homophobic tweets were exposed by UN Watch, an independent human rights monitoring organization based in Geneva.

In a letter sent last week to the President of the Human Rights Council (see below), UN Watch urged the United Nations to oppose Qatar’s bid to become chair of the human rights forum, which opens in the same week Qatar hosts the World Cup.

“We commend council president Federico Villegas for doing the right thing and rejecting Qatar’s ambassador of hate,” said Hillel Neuer, executive director of UN Watch.

“Hend Al-Muftah is a rabid antisemite who over a decade has been tweeting vile hate against Jews and gays, while spreading malign conspiracy theories about Western countries. She is the last person in the world who should head a UN forum on human rights, democracy and the rule of law,” Neuer added.

Qatar’s chances of winning the post were high due to its influence at the UN in Geneva. Qatar sponsored a $20 million “Hall of Qatar” next to the UN Human Rights Council chamber, and its GDP dwarfs that of Bahamas and Togo, its two competitors for the post.

Dear Mr. President,

Today as you open the 51^st session of the Human Rights Council, I write on behalf of United Nations Watch to express our grave concern at the nominationof Qatari Ambassador Hend Al-Muftah to become Chair of the United Nations Forum on Human Rights, Democracy and the Rule of Law, an appointment that you are due to make imminently, ahead of that assembly on November 24-25, 2022.

As detailed below, and in a new report published today on our website, Qatar’s Permanent Representative to the United Nations in Geneva has a long record of publishing racist tropes about Jews, bigoted attacks on gays, and disinformation and conspiracy theories about Western societies and liberalism.

Mr. President, Ambassador Al-Muftah’s numerous bigoted posts over more than a decade stand in complete contravention to the principles and values of the UN Forum which she seeks to lead, and of the founding charter of this Human Rights Council.

That Ms. Al-Muftah was awarded a Master’s degree from SOAS in 1999 and a Ph.D. from Exeter in 2004, has held several high teaching and management positions at Qatar University and the Doha Institute for Graduate studies, was classified as the most influential social media person in 2016 in Qatar, was appointed to Qatar’s Shura Council, and honored by the British Council in 2019—and yet none of this inhibited her ignorant comments, systematic incitement of anti-gay bigotry, and spreading classical tropes of antisemitism including accusing the Jews of world domination—is a sad comment on those institutions.

Yet now that Ambassador Al-Muftah’s bigotry is documented herein, we trust that you will take the necessary action.

“Jews rule the world” & “American Zionists control the U.S media”

Ambassador Al-Muftah writes that “the Jews” focused investments in industry and media, “and that is why they dominated, tyrannized and ruled the world.” Again, says Al-Muftah, “the American Zionist controls the U.S. media,” and “thus it is well-targeted for achieving their anti-Islam everywhere!” This hatred, she recalls, was instilled in her from the beginning: “We learned from a young age that the Jews are our enemies!”

Again, Ambassador Al-Muftah added on another occasion: “I only remember our daily morning anthem from my childhood: Palestine is our country, The Jews are our enemies, And salute to the flag.”

This life-long hatred of Jews as enemies has gone so far as to include calls for violence. Last year, in May 2021, Al-Muftah wrote: “Oh God… turn the Zionists away from them, blind their eyes and paralyze their hands…” Earlier, she calledfor the “expulsion of Jews from Palestine.”  This, she stressed, is “not only an important issue for the Palestinians, but our cause all, including you, me and us!”

Expulsion is only the beginning. In December 2017, Ambassador Al-Muftah posted a viral antisemitic video featuring a child calling to trample the corpses of Jews, in which the latter says: “You sons of Judaism… By God…We will liberate Palestine, we will expel you and trample the last corpse of a cursed Zionist in Gaza with our honorable feet, God willing.”

Moreover, Ambassador Al-Muftah has spread multiple, dangerous antisemitic tropes, including accusing the Jews of immorality, conspiring to corrupt society, and of conspiring to destroy and dominate the world. In one instance, she tweeted a text by a notorious antisemite, Dr. Mustafa Mahmoud, accusing “the Talmud tribe and the Protocols tribe” — i.e., the Jews — of infecting Western civilization and liberalism with “obscenity and decadence, cocaine, crack, nudity, sex and violence.”

In the article shared and endorsed by Ambassador Al-Muftah, the Jews are described as “the termites of that civilization” who “eat it from the inside,” a tribe that has been “planning for a thousand years to destroy this world and dominate it.” After sharing this antisemitic conspiracy, the Qatari Ambassador added, “I advise all young people to read it! Don’t be fooled!”

In another Twitter thread, Ambassador Al-Muftah proposed a conspiracy theoryclaiming that Israel knew about and was implicated in an Al Qaeda attack in the Sinai, that Israel actually created Al Qaeda, and indeed “hangs over every terrorist threat,” and operates “hidden hands in every country” to carry out conspiracies. In her words, “the Zionists have actually succeeded in distracting the world from our main cause, which is Palestine and their criminal violations!”

In the same vein, Qatari Ambassador Al-Muftah tweeted out a headline—“BBC Correspondent says MOSSAD did 9/11”—while sharing a video of the antisemite Alan Hart, as he was interviewed by leading 9/11 conspiracy theorist Kevin Barrett. Hart claimed that Israel’s Mossad—”and the Zionists and the Neocons”—helped orchestrate the 9/11 attacks by using a “controlled ground explosion” to destroy the twin towers, and by guiding the planes by transponders.

“A point of view worth pondering,” added Qatar’s envoy. Ambassador Al-Muftah has also posted caricatures with classically antisemitic tropes about Jews controlling world leaders, including one image of former Israeli Prime Minister Benjamin Netanyahu, with the Star of David on his shirt, riding and beating United Nations Secretary-General Ban Ki-moon like an animal. Though she provided no evidence to back her claim, Al-Muftah believes that whenever people discuss Palestine, “international conspiracies” escalate in an “immoral and inhuman” manner.

No Human Rights For Gays, “May God Curse Them!”

About gays, Ambassador Al-Muftah is equally clear and consistent. In October 2011, she called for “God’s curse” upon gays, and also upon those who “encouraged them.” In June 2018, she again called on God to curse gays. Admiring Russia at the 2018 World Cup for opposing gays, she exclaimed: “May God curse them!” A

lthough the United Nations has emphasized that gays have human rights, Al-Muftah calls gay rights “Disgusting rights!”

In response to a UN plea for gay rights in Africa, Ms. Al-Muftah told the UN to “stay away from Middle East and Arab countries, keep your rights for your people.” Days later, citing a news report that debate about homosexuality in Islam is beginning, she again warned: “Stay away from Islam, don’t U understand???”

Likewise, about gays, Ambassador Al-Muftah lashed out:  “Damn this cultural globalization that gave them rights they don’t deserve.” She doubled down: “Absolutely NO! Defending human rights has nothing to do with gay rights!” For Ambassador Al-Muftah—the aspiring head of the UN Forum on Human Rights, Democracy and the Rule of Law—Western ideas and gay rights are all to blame: “The ideas of secularism, liberalism, atheism and homosexuality have spread and are practiced under the pretext of respecting ‘human rights’ and ‘other opinion’!”

In October 2018, she made clear her views: Gay rights are “in conflict with the three monotheistic religions and morality,” and “also with the legal legislation in most countries.” She therefore opposed raising gay rights at the International Parliamentary Union. Al-Muftah even condemned former U.S. Vice-President Dick Cheney for celebrating his daughter’s gay marriage. She said “the West celebrates the lack of reason and religion” and “the decay of its morals.”

‘NATO was paid to kill Qaddafi’, ‘France is racist against Muslims,’ ‘USA will end’

Finally, a consistent theme for Ambassador Al-Muftah is that Western countries are malign, degenerate and racist. “NATO were paid to kill Qaddafi,” she wrote. “The end of America and others,” says Ambassador Al-Muftah, “does not need any prophecy. Our Messenger and our Qur’an told us about it 1400 years ago, and it is inevitably true.”

“Terrorism,” said Ambassador Al-Muftah, ‘is a term that the West has been unable to frame except within the limits of achieving their own agenda!” Al-Muftah claims that human rights are used as a pretext for deformation and decay of morals, “in light of the hegemony of Western culture.”

In particular among Western nations, Ambassador Al-Muftah believes that “France’s government and people are known for their racism against Muslims!” In 2020, she wrote that French President “Macron and his likes fight Islam.” Last year, after President Macron criticized Islamists in wake of the beheading in France of teacher Samuel Paty, Ambassador Al-Muftah posted a call to “Boycott French products.”

“France,” she writes: “is an arrogant dictatorship…in the guise of democracy.” It is a country of “fake freedom” which, she tweeted, is “killing the freedom of innocent Muslims in Mali,” just like, she suggested, President Obama was doing in Afghanistan.

Mr. President, in summary, dangerous antisemitic tropes, discrimination against gays, despicable lies and disinformation cannot be given sanction, and, on the contrary, must be exposed and condemned at the highest levels.

Accordingly, we urge you to summarily reject the nomination of Qatari Ambassador Hend Al-Muftah to become Chair of the United Nations Forum on Human Rights, Democracy and the Rule of Law, and we appeal to you and the Secretary-General to denounce her bigotry. Qatar’s GDP dwarfs that of Bahamas and Togo, its two competitors for the post, and it is expected to easily clinch the appointment to be made in the coming weeks by the President of the 47-nation Human Rights Council, Ambassador Federico Villegas of Argentina.

The UN Forum on Human Rights, Democracy and the Rule of Law was created by the UNHRC in 2015 as a bi-annual event to “identify and analyze best practices, challenges and opportunities for states in their efforts to secure respect for human rights, democracy and the rule of law.”

The forum’s fourth session, mandated in a 2021 resolution, is due to take place on November 24-25, 2022, on the theme of “Strengthening democracies to build back better: challenges and opportunities.”

Qatar, already a member state of the Human Rights Council, has nominated Hend Abdalrahman Al-Muftah, a former member of the regime’s Shura Council who currently serves as Qatar’s Permanent Representative to the UN in Geneva, to chair the forum.

The resolution provides that the chair will serve in a personal capacity, but in reality, Ambassador Al-Muftah will do Qatar’s bidding.

The chair is tasked with making human rights-based recommendations in their final report, based on the inputs received and topics discussed during the event.

As UN Watch noted in its recent evaluation of Qatar’s candidacy for election to the HRC, the regime restricts freedom of expression, peaceful assembly and freedom of association, as well as migrant workers’ freedom of movement; there are no free and fair elections; no investigations or accountability for violence against women; homosexuality is a crime; and forced labor is commonplace.

Qatar’s election in 2021 brought the Human Rights Council to a historic low with a composition of two-thirds non-democracies, also including China, Cuba, Libya, Eritrea, Pakistan, Kazakhstan and Venezuela.

UN Watch calls on the HRC President Federico Villegas to reject Qatar’s candidate, and to put a stop to the absurd display of oppressive regimes being awarded high positions on United Nations bodies dealing with human rights and democracy.
