Testimony Highlights

MP Anita Vandenbeld: I do want to reassure members of the Committee and those watching that Canada does not support Iran for positions of influence in the United Nations.

Hillel Neuer: We heard from an honorable member that Canada does not support Iran in leadership positions. But actually Canada did support. Canada did join consensus on April 8th to nominate Iran. Canada could have spoken out.

There the Chair asked “Does anyone want to speak out?” The United States took the floor. The United States took the floor and said ”This is a shameful thing to do.” And Canada chose silence. As a Canadian, this is something that caused me a great shame.

MP Shuvaloy Majumdar: Hillel, as you know, the Canadian government had joined consensus to nominate the Iranian regime to a UN body that shapes policy on issues like women’s rights, human rights, counter-terrorism. May I ask you for your perspectives on that particular issue?

Hillel Neuer:  On April 8th, at a meeting of the United Nations Economic and Social Council, Canada — as well as other democracies, including France, Germany, the UK, Finland, Australia, Norway, Austria, and the Netherlands — joined consensus to nominate the Islamic Republic of Iran to the UN Committee for Program and Coordination, which is meeting soon: One day on women’s rights, one day on human rights, one day on peacekeeping, one day on terrorism prevention.

The notion that the Islamic Republic of Iran, which has just massacred some 40,000 protesters in two days, would be nominated to a committee that decides priorities for the United Nations on these critical issues is an insult to the memory of the tens of thousands of individuals who were killed that day, and it is an act of contempt for the people of Iran.

MP Shuvaloy Majumdar: Hillel, the Government has said that UNRWA supports values of human rights and peace. Meanwhile, the United States, Sweden, and the Netherlands have all cut or ended their funding to UNRWA for complicity with terrorism. UN Watch has been documenting problems with this organization for well over a decade, with numerous reports. What have you found in recent times?

Hillel Neuer: For a decade, we have been sounding the alarm that there are hundreds of UNRWA teachers, based in Gaza, Jordan, Lebanon, and elsewhere, who are funded by Canada and who are actively promoting terrorism — celebrating the killing of Jews, glorifying Nazi Germany and Adolf Hitler, and praising Hamas attacks.

And, honorable members, it is actually much worse than that. In the past year or two, we revealed that the heads of UNRWA’s education system — the very system that the Canadian government says it is funding to educate Palestinians in the values of peace and human rights — are not just supporters of Hamas, but Hamas terror chiefs.

These are the heads of the system. It is not a few bad apples — it is rotten to the core. An agency that should be helping Palestinians is instead poisoning them, with leaders of Hamas terrorism heading their education system. Canada cannot pretend it does not know. It does. UN Watch has documented a network of more than 400 UNRWA teachers and employees connected to Hamas — either supporting it, leading it, or praising terrorism. If we truly want to help Palestinians, we should not be poisoning the minds of another generation by funding terrorism.

MP Shuvaloy Majumdar: Hillel, if you were the Secretary-General of the United Nations, what would you do to fix this institutional and operational set of problems plaguing the organization?

Hillel Neuer: If I were UN Secretary-General, the main priority would be to restore moral clarity and credibility. If the United Nations cannot tell the difference between victims and their oppressors, it loses the very reason it exists. The UN’s greatest asset is its legitimacy — and it is eroding. We need to end the culture of false equivalence.

To say that the world’s largest dictatorship is the same as a liberal democracy is wrong. And when mass atrocities occur, the United Nations has to stop being silent. Too many countries get a free pass because they are powerful or have powerful alliances.

Second, we have to stop empowering abusers inside the system. If the UN allows China, Cuba, and Qatar to sit on the UN Human Rights Council, it is wrong. Authoritarian regimes should not be chairing human rights bodies or shaping global norms.

Finally, we have to refocus the UN on victims — not politics. Too often, the system amplifies regimes and sidelines dissidents. We should be systematically prioritizing giving the floor to dissidents — the kind we bring to our Geneva Summit: political prisoners, human rights defenders, victims of oppression, whether from the Islamic Republic of Iran, China, Zimbabwe, Venezuela, Pakistan, or Cuba. Give them the floor—not the regimes.

MP Alexis Brunelle-Duceppe: Mr. Neuer, you know, this committee in which you’re testifying now, was sanctioned by China because in 2020 we conducted a study that demonstrated there was a genocide underway in Xinjiang. There are several people on this committee including myself as Vice-Chair, we are still personally sanctioned as members of Parliament by China.
And yet, there’s a diplomatic thaw taking place between Canada and China. You noticed, three days before his famous Davos speech, [Canadian Prime Minister] Mr. Mark Carney was shaking hands with Xi Jinping in front of photographers. I want to press you on this because it’s extremely important. You spoke of consistency.
There are currently documented and proven violations of international human rights in China, and yet, it seems we remain silent while readily denouncing violations of international law occurring in Russia, for example or in Ukraine by Russia.
How is it that we have these double standards, currently under the pretext that relations with the Americans are difficult? At that point we turn to regimes like these. Is that acceptable in your eyes?
Hillel Neuer: Thank you, Honourable Member. I agree, double standards are completely unacceptable. China is a regime that affects 1.5 billion people. So if we are silent on China, we are silent about one-fifth of all humanity. It’s serious. And certainly also because China’s transnational repression against dissidents, which is extremely significant.
Canada is a member of the UN Economic and Social Council. Our former ambassador Bob Rae was recently president of this body. So, it’s a body that we believe is important.
Canada says, “Go to the United Nations, listen to the United Nations,” and we criticize other countries if they take actions that are not consistent with what the United Nations says.
And then we go and elect the Chinese Communist regime to a UN body that oversees human rights. We elect the Cuban police state, which represses playwrights, that has hundreds of political prisoners. We put in Nicaragua, a dictatorship that expelled 200 political prisoners and dissidents — put them in prison, then expelled them. Sudan, where there’s killings of tens of thousands of people, millions are starving. We elected these regimes. Canada joined consensus to put them on the UN Committee on NGOs.
Canada didn’t take the floor to object. So I think we need explanations. We need Canada to speak out. Let’s remember Wang Bingzhang, the father of the Chinese democracy movement. And I know your committee has heard about him before, but I have to mention him because his daughter Tianna Wang came to speak for us many times at our Geneva Summit, and at the United Nations Human Rights Council.
China sent spies who pretended to be NGO activists, to spy on and intimidate her, when she testified at the United Nations a number of years ago. Her father, Wang Bingzhang, is the heroic founder of the Chinese democracy movement. He’s someone who came to do his PhD at McGill University in Montreal. He saw what democracy was. He saw what freedom was. And he created a Chinese democracy movement. When he was abroad in Vietnam, I believe it was 2002, he was kidnapped. He had gone to meet Chinese labor activists. They kidnapped him, threw him in prison. He’s been languishing in solitary confinement for two decades.
His daughter went to McGill Law School. Canada needs to call for his immediate release, and not to be complicit in rewarding the oppressor. We need to stand with the persecuted much more than we’re doing now.
MP Alexis Brunelle-Duceppe: And how is this perceived internationally? Because recently, I’ve had the opportunity to undertake a few missions including with the Speaker of the House, in Iceland, Norway, and elsewhere. I have contacts through my international work and we keep talking about the Davos speech with which I 100% agreed, but what Mr. Carney said isn’t aligned with the actions being taken by this government. That’s why I say I congratulated him on his speech, but how is it that in terms of action? It hasn’t translated to that point, Mr. Neuer?
Hillel Neuer: He called out the president of the United States, but meanwhile the United States is the only country that took the floor on April 8th at the UN Economic and Social Council to say electing China and Cuba is wrong, and the only country that said that nominating the Islamic Republic of Iran is wrong.

Canada was silent. Canada could have spoken. Canada spoke there in April 2022, when it came to the issue of Russia and Ukraine. This time they chose silence. This is not Canada’s tradition. This is not living up to the Canadian Charter. This is not living up to the vision that Mr. Carney expressed in Davos. We need to see actions matching words.

OTTAWA, October 31 — In a consensus decision by all political parties, the Canadian parliament today became the first legislature in the world to demand the removal of the Islamic Republic of Iran from the UN’s top women’s rights body. See text of motion below.

Today’s motion, introduced by Conservative Party Deputy Leader Melissa Lantsman, was adopted by Canada’s legislature following a similar call made today by New Zealand’s prime minister, and yesterday by Canada’s deputy prime minister and foreign minister.

The motion was welcomed internationally by human rights activists, including Hillel Neuer, executive director of the independent non-governmental organization UN Watch, based in Geneva, who first exposed Iran’s election to the UN Commission on the Status of Women in April 2021.

“Every day, we see more and more how little Iran respects women’s rights and human rights, and so we commend political leaders and lawmakers in Canada and New Zealand for taking action to remove this moral obscenity, which is casting a shadow upon the reputation of the United Nations as a whole,” said Neuer.

“Not only is it the height of hypocrisy for the Islamic regime of Iran to hold a position of leadership on women’s rights — it is dangerous. The mullahs are using their membership on the UN’s top women’s rights committee as a platform for propaganda  to suggest the Tehran regime has a legitimate concern for women’s rights. They do not.”

“It’s time to put an end to enabling murderous dictatorships like Iran to spread disinformation to justify their gross abuses against women and girls, and against the population at large.”

“Now is the time to match the words we have heard with action.  UN member states must show the world that they can work responsibly to oust the Iranian regime.”

“In particular, members of the 54-nation Economic and Social Council (ECOSOC) — including democracies such as Austria, Belgium, Canada, Croatia, Czech Republic, Denmark, Finland, France, Greece, Italy, Japan, Korea, Latvia, New Zealand, Portugal, UK and USA — should immediately introduce our draft resolution to expel Iran from the Commission on the Status of Women.”

“Removing Iran is formally the charge of ECOSOC, which shamefully elected the misogynistic regime last year. But more broadly, to build support for what would be an unprecedented move, it is also the responsibility of UN leaders and leaders around the world — every single member state with a voice in the General Assembly,” said Neuer.

TODAY: UN Watch Urges Canada’s Justin Trudeau to Reverse U.N. Vote Against Israel

GENEVA, December 18, 2019 — Canada today should reverse its support for an anti-Israel resolution co-sponsored by North Korea, Zimbabwe and the PLO, when it goes up for a second and final vote in the UN General Assembly.
Canada broke with its longstanding record of opposing one-sided resolutions last month when it voted in support of the text, with an eye toward currying votes for a Security Council seat in 2021.
“The resolution condemns Israel’s anti-terrorism barrier, yet omits to mention that it was built in response to the Second Intifada which killled or wounded 8,341 Israelis by Palestinian suicide bombings, shootings, stonings, stabbings, lynchings, rockets, and other methods of attack,” said Hillel Neuer, executive director of UN Watch, a Geneva-based human rights NGO.
“The resolution was presented last month mere days after Palestinian Islamic Jihad fired hundreds of rockets at Israelis, yet the text fails to say a word about this either.”
“Nevertheless,” wrote Neuer in an open letter to Trudeau, “you joined the jackals by voting Yes. Today, 37,000 signatories of the UN Watch petition urge you, at the U.N. vote this Wednesday, to vote No.”
“Mr. Prime Minister, you are someone who values apologies. There’s still time for you to recognize that your decision to trade Canada’s bedrock principles of fairness, in order to curry votes for your bid for a Security Council seat, was a Faustian bargain. There’s still time for you to apologize, and to do the right thing.”
Speaking on December 5th at UN Watch’s Inaugural New York Gala, former U.S. ambassador to the UN Nikki Haley also slammed Trudeau’s “deal with the devil.”
“Canada surprised Israel’s friends by voting for a North Korean resolution that challenges the legitimacy of Israel. This is a resolution that Canadian governments for years have voted against. One observer said Canada is making a ‘Faustian bargain,’ trading its integrity for a seat on the Security Council. I speak from experience when I say the United Nations presents many such opportunities to strike a deal with the devil,” said Haley.
Last month, UN Watch launched a petition for Trudeau to reverse Canada’s position on the vote taking place today. The campaign has received over 37,000 signatures.

“These are words that surprised me,” Champagne said . “I know in what state of mind Canada did it. I will leave others their comments, but I think people understand very well why Canada did this.”
From his interview with Canada’s La Presse:

Perhaps Canada’s vote in favor of self-determination for Palestinians on a UN resolution — an initiative sponsored by Egypt, among others — will be discussed during the trip [to Africa].

An affront against Israel that Minister Champagne does not see as a change of course. In fact, it is — because for fifteen years, Ottawa was always, with the United States, against the UN resolutions condemning the Jewish state.

“There is no policy change. It’s one vote out of 17 [on the subject]. “

“There are times, sometimes, when Canada has to make its voice heard, and we did it in this way, but that does not change our support for Israel and the Canadian Jewish community,” says the Minister.

This stance inspired former US ambassador to the UN Nikki Haley to react with vitriol. Ottawa has “made a pact with the devil,” she jeered, attributing this move to the Canadian quest for a seat on the Security Council.

“These are words that surprised me,” said François-Philippe Champagne. “I know in what state of mind Canada did it. I will leave others their comments, but I think people understand very well why Canada did this.”

“It’s just easier not to rock the boat.

When the crowd is all going one way, it’s hard to be the only one going the other direction.

But standing alone on behalf of American interests and values is not something to be embarrassed about. Standing alone for freedom and human dignity is something to be proud of.

In America, we don’t celebrate the mob. We celebrate the person who has the courage and conviction to stand up to the mob.

Now we’re seeing an example of this cultural corruption playing out in real time.

Canada has for a long time been balanced and fair-minded towards Israel at the United Nations. It has opposed the pull of the anti-Israel culture.

But Canada is now seeking one of the rotating two-year seats on the Security Council. It faces a vote in the General Assembly.

Two weeks ago, Canada surprised Israel’s friends by voting for a North Korean resolution that challenges the legitimacy of Israel. This is a resolution that Canadian governments for years have voted against.

One observer said Canada is making a “Faustian bargain,” trading its integrity for a seat on the Security Council.

I speak from experience when I say the United Nations presents many such opportunities to strike a deal with the devil.

]]> Canada voted against Israel at the UN yesterday, breaking with its longstanding record of opposing one-sided resolutions, with an eye toward currying votes for a Security Council seat in 2021.
“Canada’s Prime Minister Justin Trudeau joined the jackals by changing the country’s position to vote for an anti-Israel resolution sponsored by North Korea, Zimbabwe, and the Palestine Liberation Organization,” said Hillel Neuer, executive director of UN Watch, a Geneva-based human rights NGO.
The vote was on a UN resolution that condemns Israel for “occupying” the Jewish Quarter of Jerusalem and the holiest sites of Judaism and ignores the hundreds of Palestinian rockets fired at Israelis last week. This resolution is yet another example of how the United Nations slams Israel for its security barrier that has saved countless lives after the bloodbath wrought by suicide bombings carried out by the PLO and Hamas during the Second Intifada.
Neuer rebuked Canada’s dramatic vote change as “a Faustian bargain with dictatorships” and noted that “trading its bedrock principles of fairness and equality for a UN Security Council seat does not bode well for a free and democratic society.”

Canadian Prime Minister Justin Trudeau’s U.N. ambassador Marc-André Blanchard yesterday boasted about his vote for a North Korean-sponsored resolution against Israel last week, tweeting that at last “Canada found its voice”:


The tweet by Blanchard, a political appointee of Justin Trudeau who served on his transition team following the 2015 election, sparked a firestorm of criticism from Canadians.
“No, Mr. Ambassador,” responded Hillel Neuer, the Canadian-born human rights lawyer who heads the non-governmental organization UN Watch, “when you voted on behalf of our country for an anti-Israeli UN resolution sponsored by NORTH KOREA and other dictatorships, you didn’t find Canada’s voice. You joined the jackals in order to win their votes in your campaign for a Security Council seat.”


Neuer pointed to the more than 10,000 Canadians who have already signed a petition protesting Trudeau’s sudden embrace of a one-sided resolution that Canada, including under his tenure, had opposed for years.
Because the resolution has to receive final approval in a second round of voting in December, the petition notes that there is still time for Trudeau to reverse his support for a text that rebukes Israel while giving a free pass to Palestinian incitement and terrorism by Hamas, Islamic Jihad and the Palestinian Authority.


Others who blasted Blanchard’s statement include former Canadian foreign minister John Baird, MPs Peter Kent and Erin O’Toole, Senator Linda Frum, and NGO Monitor’s Becca Wertman, author of an op-ed on the controversial vote.


Baird pointed out that the vote change by Trudeau was not disclosed to voters prior to the recent election in Canada, and that Trudeau had voted for the same resolution for several years already.

The Geneva-based non-governmental organization UN Watch has launched a new petition campaign urging Canadian Prime Minister Justin Trudeau to change a controversial UN vote.
On November 20, 2019, Canadian Prime Minister Justin Trudeau broke with national consensus established over many years to vote for a resolution targeting Israel sponsored by North Korea and other dictatorships.
Mr. Trudeau also broke with Canada’s long-standing policy of opposing the hijacking of U.N. bodies by dictatorships to scapegoat the Jewish state.
Part of 20 anti-Israel resolutions to be adopted this month, the Canada-backed text portrays Israel as “occupying” the Jewish Quarter of Jerusalem and the holiest sites of Judaism.
Nowhere mentioned are the hundreds of Palestinian rockets fired at Israelis mere days before this biased resolution was adopted. Yet the resolution  slammed Israel for its security barrier that has saved countless lives after the bloodbath wrought by the PLO and Hamas suicide bombings during the Second Intifada.
THERE’S STILL TIME FOR CANADA TO REVERSE ITS VOTE: the resolution will come up for a second and final vote at the U.N. General Assembly in mid-December.

]]> On November 1st at the United Nations, Canada broke with the free world and joined Syria, Iran and North Korea by voting no on eight separate measures that sought to hold Cuba accountable for widespread human rights violations. According to anonymous Canadian diplomats, quoted in a recent article in Canada’s leading newspaper The Globe and Mail, Canada “considers it strategically important to maintain a comparatively close relationship with Cuba’s Communist regime, for trade and political reasons.” In particular, “They are afraid of upsetting Cuba because of Canada’s bid for a UN Security Council seat,” one diplomat said.
“Canada is in the midst of an intensive lobbying campaign to win a rotating seat on the United Nations Security Council in 2021-22. Cuba is considered vital to such UN votes as it holds influence over many African and Latin American UN member states,” write The Globe and Mail.
