An amendment, proposed by Ireland, Chile, Uruguay and France, aimed to make the definition of the family more inclusive. However, Russia and China succeeded in a motion of “no action” by a vote of 22 in favor, 20 against (EU, USA, Argentina, Brazil, Chile, Costa Rica, Uruguay), 4 abstentions (Gabon, Maldives, Philippines, Vietnam) and 1 absent (Cuba). Saudi Arabia and Pakistan subsequently withdrew their amendment, which had very narrow language defining families and it was meant to counter the more inclusive one.
