The 1st, proposed by Saudi Arabia, sought to include additional text reaffirming each State’s responsibility for its own legal system, including any decision to employ the death penalty, subject to conformity with that country’s “international law obligations.” Egypt proposed amendment 2 in which it objected to “external pressures or interference” and echoed Saudi Arabia’s sentiment that a decision on the death penalty must emanate from national policy. The 3rd amendment, submitted by China, would have removed reference to, among other things, the council “strongly deploring the fact that the use of the death penalty leads to violations of the human rights” of those to be executed and others affected.
