Its findings on the UN Relief and Works Agency prompted the United States, Sweden, and the Netherlands to cut $468 million in funding after evidence revealed the unholy alliance between UNRWA officials and Hamas and Islamic Jihad leaders. UN Watch has been the leading voice challenging the Commission of Inquiry on Israel, documenting its bias, confronting its members over antisemitic remarks, and pressing governments to act until all three commissioners resigned.

Many of these accusations, now compiled and made public, were already known. This is the case, for example, of Fateh al-Sharif, former head of the UNRWA teachers’ union in Lebanon and a senior Hamas official, who was killed last year in an Israeli targeted strike. At the time, the UN had already acknowledged the accusations and suspended Sharif. But according to UN Watch, the dossier also contains allegations that are being documented publicly for the first time. These concern, in particular, employees who were allegedly among the founding members of Hamas and other radical groups. In total, ten names are cited, along with supporting evidence.

Back on October 24, at an Israeli press conference, US Secretary of State Marco Rubio said that UNRWA had essentially become a subsidiary of Hamas, and stressed that the terrorist organization should have no role in shaping the future of Gaza. In response to Rubio’s statement, UN Watch recently published a map that they claim shows how terrorists, primarily from Hamas and Palestinian Islamic Jihad, have infiltrated UNRWA en masse. UN Watch reported that 10 years of research revealed that nearly 500 UNRWA employees were involved in terrorism, incitement to terrorism, and former members of extremist organizations. It also called on the United States to “take definitive measures to dismantle UNRWA.” UNRWA responded to the allegations in the report, denying systemic terrorist infiltration and emphasizing that the organization has more than 30,000 employees, most of whom adhere to the UN’s principles of neutrality.

Neuer rejected Shtayyeh’s claims, calling them a “reversal of reality.” He argued that regional stability should be measured by “actors who start wars,” asserting that “Israel is not arming terror proxies in five Arab countries; that is done by the Iranian regime.” Neuer said many Arab states “quietly rely on Israel for their security” and pointed to Iran’s recent drone and missile attacks on Israel, saying Arab countries’ roles in helping stop those attacks were “the real-world answer” to the motion.

Neuer responded by discussing Iran’s role in destabilizing neighboring countries such as Syria, Yemen, Iraq, and Gaza, noting that many of the aforementioned could prosper if it were not for Iran. Neuer also pointed out that the way in which Sunni Arab states intervened to block Iranian missiles during its attack on Israel shows that Iran is an existential threat. Chilcott followed a similar line, arguing about the danger posed by Iran’s proxy terror network, such as Hezbollah. Following the debate, Neuer tweeted a reminder that speaker Ayatollah Mohajerani was a top regime official in Iran, serving as vice-president from 1989 to 1997, “when hundreds of assassinations of dissidents in Europe were attempted and committed on the orders of the Iranian regime.”

On the opposition side, Hillel Neuer, director of the watchdog group UN Watch, rejected the motion as an “inversion of reality.” He argued that true threats to stability are measured by initiators of wars, not defenders, pointing to Iran’s arming of proxies like Hezbollah, Hamas, and the Houthis across multiple Arab countries. Union members ultimately sided with the proposition in what was described as an “overwhelming” vote, though exact tallies have not been formally released by the society. The Geneva-based NGO UN Watch has launched the “UNRWA Terror Network, ” an investigative online platform that aims to document years of systematic infiltration of the UN agency UNRWA by terrorist organizations such as Hamas, Islamic Jihad, and the PFLP. These revelations come as several Western states are discussing resuming funding for the agency. US Secretary of State Marco Rubio recently described UNRWA as “a Hamas subsidiary”—a drastic, but not unfounded, assessment given the new evidence.

The incendiary social media posts that triggered the complaint date back to early January 2025. In response to news of a Gaza ceasefire postponement announced by Israeli Prime Minister, Benjamin Netanyahu, Mofokeng posted on X: “F** you Netanyahu.” A day later, she targeted human rights advocate Hillel Neuer of UN Watch, calling him “evil scum” and “you white man … voetsek”, after he called on the UN to address her conduct. The episode quickly drew international attention, and was widely reported in late January 2025, forming the basis of the complaint later pursued by the SAZF.

A study by the Swiss organization UN WATCH revealed that hundreds of employees of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) had ties to the terrorist groups Hamas, the Popular Front for the Liberation of Palestine, and Islamic Jihad (banned in Russia). This was reported on Tuesday, November 4, by Israel Hayom.
