Our report documents in detail how deeply Hamas is embedded in UNRWA. This is not just a matter of a few employees. Take Lebanon: there, Hamas leader Saleh al-Arouri, the head of Hamas’ military wing, was hiding in a school owned by UNRWA in 2017. UNRWA’s founding in 1949 was intended as a temporary solution. Yet it has created a permanent bureaucracy with over 30,000 local employees and entrenched itself so deeply in Palestinian society that the idea of self-administration without UNRWA is now considered unthinkable.
